What remodeling in Mission Viejo involves
Mission Viejo is the oldest master planned city in our service area. The Mission Viejo Company formed in 1963, the first homes were offered in 1965 at $21,000, the first families moved into the Deane Homes in 1966, and Lake Mission Viejo opened June 3, 1978 (city history). Much of the city was complete by 1980 in Spanish mission style stucco and barrel tile, and the 2020 Census counted 34,982 housing units (Wikipedia). Eras run from the 1960s Deane Homes and 1971 Aliso Villa condos through 1978 Mayorca and 1979 Trace Vistas on the lake to 1990s Pacific Hills and Stoneridge and 2000s Painted Trails (Red Wagon Team).
A 1966 to 1980s home means original layouts and pre 1994 fixtures. Any permitted alteration to a single family home built before 1994 requires noncompliant plumbing fixtures to be replaced before final under Civil Code 1101.4. The city has a permit type dedicated to whole house repipes, BREPIPE (Client Self Service), which tells you how common the job is. A foundation contractor describes local soil as clay that expands and contracts with moisture, with slope pressure in hillside tracts, producing settlement and cracked slabs (Groundworks), so we check the slab and the drains before a kitchen plan is final.
Permits come from Building Services at 200 Civic Center, (949) 470-3054, and every permit and inspection is filed online through Client Self Service; the counter is open Monday to Friday 8 to 4, inspections are next business day when requested before 4 p.m., and the city enforces the 2025 Building and Fire Codes with local amendments (Building Services). Online permit types include Residential Remodel, Remodel and Addition, Repipe, Electrical Service Panel and commercial tenant improvements (Client Self Service). Construction noise is allowed 7 a.m. to 8 p.m. Monday to Saturday (Municipal Code 6.35.070).
There is no single master association. The Lake Mission Viejo Association is a private recreational HOA of more than 25,000 member homes with a Lakefront Architectural Review Form for lakefront owners (Lake Mission Viejo Association); homes built from 1978 onward inside its boundary carry membership at $386 a year (Justin Tye). Casta del Sol is a 1,923 home gated 55 and over community with its own board (Red Wagon Team), and each tract HOA sets its own rules. CAL FIRE's March 24, 2025 maps changed the city's Very High zones and added High zones (city fire map page).

US Floor Design Center opens up and rebuilds 1960s to 1980s Mission Viejo kitchens, removing walls, replacing cabinets and counters and bringing plumbing and electrical to current code, with mid range projects between $60,000 and $100,000 anchored to the Cost vs Value 2025 Pacific midrange of $86,480.
The Mission Viejo kitchen is the oldest in our market: a closed room with a pass through, a soffit, a 30 inch range opening and a single circuit for the counter. Most jobs remove the wall to the family room with an engineered header, add an island, and run new circuits from the panel, which often needs its own Electrical Service Panel permit (Client Self Service). A pre 1994 home must meet the fixture replacement rule throughout before final (Civil Code 1101.4).
Permits are filed online as a Residential Remodel or Remodel and Addition through Client Self Service (Client Self Service), and inspections are next business day when requested before 4 p.m. (Building Services). Local 2026 guides put a mid range Orange County kitchen at $50,000 to $90,000 and high end at $100,000 to $175,000 and up (HQ Remodeling); the regional anchors are $86,480 and $171,950 (Cost vs Value 2025). Wall removal, panel work and a repipe are what push a Mission Viejo kitchen up the range.
Typical scope
- Wall removal with engineered header
- Soffit removal and ceiling repair
- Cabinet replacement
- Quartz or stone counters and island
- New circuits and panel upgrade
- Fixtures meeting the pre 1994 rule
- Repipe while walls are open

US Floor Design Center remodels Mission Viejo hall baths for $25,000 to $45,000 and primary baths for $55,000 to $100,000 and up, anchored to Cost vs Value 2025 Pacific figures of $27,710 midrange and $86,863 upscale, with online city permits and the pre 1994 fixture rule built in.
The 1960s and 1970s bath here is small, with a 5 foot tub, a single sink and a window in the shower. The common scope is a tub to shower conversion with tile and glass, a new vanity and a fan where there was none, and in the primary bath a larger shower built by borrowing a closet. Casta del Sol homes of 1,004 to 1,954 square feet (Red Wagon Team) and Palmia are 55 and over, so curbless showers and grab bar blocking are standard requests.
Permits go through Client Self Service as a Residential Remodel (Client Self Service), and a pre 1994 home must replace noncompliant fixtures throughout before final (Civil Code 1101.4). Hall baths run 3 to 5 weeks on site and primary baths 6 to 10, inside the city's 7 a.m. to 8 p.m. Monday to Saturday window (Municipal Code 6.35.070).
Typical scope
- Tub to shower conversion with tile and glass
- Curbless entry and grab bar blocking
- Vanity with stone top
- Exhaust fan on a timer
- Fixtures meeting the pre 1994 rule
- Drain and supply replacement
- Cost range

US Floor Design Center builds out medical and professional suites in the Providence Mission Hospital corridor along Crown Valley Parkway and the 5 in Mission Viejo at $150 to $300 and up per square foot for medical and $85 to $200 for professional office, based on 2025 Orange County contractor pricing.
Providence Mission Hospital has 523 beds, a Level II adult and pediatric trauma center, the 48 bed CHOC at Mission on its fifth floor, and opened August 11, 1971 (Wikipedia); it is the largest hospital in South County and the city's top employer with 2,764 employees (Wikipedia), and a $712 million expansion is adding a patient tower near the 5 and Crown Valley (Orange County Business Journal). The medical office buildings around it are where most of our Mission Viejo tenant improvement work sits.
Commercial tenant improvement permits are filed online through Client Self Service (Client Self Service). OCFA reviews plans for A, E, I and H occupancies, for R occupancies of 3 or more units and stories, and for every new, remodeled or added sprinkler system and fire alarm; small sprinkler tenant improvements of 1 to 25 or 26 to 99 heads can be field reviewed, plans go in through the OCFA Public Services Portal, and 90 percent of most plans are reviewed within 10 working days. (OCFA) The plan checker will also look at the accessible path of travel from parking to the suite, the restrooms and the entry, and the sign needs its own permit. (Benitez Contractors)
Medical and dental suites run $150 to $300 and up per square foot and office $85 to $200, with a cold shell 30 to 50 percent more (Greater Pacific Construction); the 2026 US office fit out average is $162 (Cushman and Wakefield). If the space is a licensed clinic that falls under HCAI (OSHPD 3) review, plan on the top of the medical range or above.

US Floor Design Center builds out retail and restaurant suites at The Shops at Mission Viejo, Kaleidoscope and the city's neighborhood centers at $95 to $250 per square foot for second generation space, based on 2026 Orange County planning estimates.
The Shops at Mission Viejo is a Simon mall of about 1.27 million square feet anchored by Macy's and Nordstrom (Malls.com). Kaleidoscope, at Crown Valley Parkway and the 5, is about 243,000 square feet built in 1998, with Regal Edwards, LA Fitness and Burke Williams (Orange County Business Journal).
Mall and lifestyle center landlords run a formal design review of 6 to 12 weeks before or alongside the city permit, then 4 to 9 weeks of permits and 8 to 12 weeks of construction, with a separate sign permit and a certificate of occupancy at the end (Benitez Contractors). Mission Viejo is in the Orange County Fire Authority service area, so work that touches fire sprinklers or alarms goes through the OCFA Public Services Portal, where 90 percent of most plans are reviewed within 10 working days; the city permit is separate.

- Title 24 lighting
- Fitting rooms, cash wrap and millwork

Our process
Showroom or on site consultation
Start at our showroom in Rancho Santa Margarita, 10 minutes away, or have us come to the house. In a 1960s to 1980s home we check the panel, the water lines, the drains and the slab before we talk layout, because those items set the budget.
Design and material selection
You choose cabinets, slabs, tile, flooring and fixtures from full size samples at the showroom. We draw the plan, including the header for any wall removal, and lock selections so the fixed price is based on real products.
Fixed price proposal and milestone schedule
You get one fixed price for the agreed scope and a milestone schedule with dates. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract, whichever is less, and progress payments are billed only for work already completed. Change orders are priced and signed before the work happens.
Permits and HOA submittals
We file the permit online with City of Mission Viejo Building Services through Client Self Service, as a Residential Remodel, Remodel and Addition, Repipe or Electrical Service Panel permit as the scope requires. Lakefront owners get the Lake Mission Viejo Association's Lakefront Architectural Review Form for exterior changes, and tract HOAs such as Casta del Sol are handled one by one. Construction with photo updates at every milestone
Our project lead posts photos at every milestone: demolition, rough plumbing and electrical, inspections passed, cabinets set, counters in, tile done. You see each stage before the next one covers it. City inspections are requested online and come the next business day when requested before 4 p.m., and work stays inside 7 a.m. to 8 p.m. Monday to Saturday.
Final walkthrough, warranty and care guide
We walk the finished space with you, fix anything on the list, and hand over the permit final, the written warranty and a care guide for the surfaces you chose. Warranty terms are stated in the contract.
Questions people ask about remodeling in Mission Viejo
Who issues building permits in Mission Viejo, and is a kitchen or bath permit over the counter?
City of Mission Viejo Building Services at 200 Civic Center, (949) 470-3054, issues permits, and nothing is over the counter in the old sense because all permits have been filed online through Client Self Service since September 2023 and all inspections online since July 1, 2025. The counter is open Monday to Friday 8 to 4 for help, and inspections come the next business day when requested before 4 p.m.
Does my HOA need to approve an interior remodel in Mission Viejo?
Usually not, because Mission Viejo has no single master association and interior work is normally outside an architectural committee's scope, but each tract HOA sets its own rules. The Lake Mission Viejo Association publishes a Lakefront Architectural Review Form for exterior changes on lakefront lots, and gated communities such as Casta del Sol and Canyon Crest have their own boards. We confirm with your board in writing before work starts.
What is typical for Mission Viejo homes built in the 1960s and 1970s?
Expect closed layouts, original plumbing and a small panel, plus a whole house fixture upgrade on any permitted remodel because the home predates 1994. Civil Code 1101.4 requires noncompliant fixtures to be replaced before final approval of a permitted alteration. The city's dedicated Repipe permit type and the local clay soil that cracks slabs tell you what to budget for.
Do I need a permit to repipe or upgrade the electrical panel in Mission Viejo?
Yes. The city lists Repipe (BREPIPE) and Electrical Service Panel as their own online permit types in Client Self Service, alongside Residential Remodel, Remodel and Addition, Reroof, HVAC and Solar. We file them with the kitchen or bath permit so the inspections line up.
How long does a kitchen remodel take in Mission Viejo?
Plan on 6 to 10 weeks on site after cabinets arrive and 10 to 16 weeks including design, ordering and plan check. A wall removal, panel upgrade or repipe sits inside that window because the walls are already open. Work runs 7 a.m. to 8 p.m. Monday to Saturday under Municipal Code 6.35.070.
How long does a bathroom remodel take?
A hall bath takes 3 to 5 weeks on site and a primary bath 6 to 10 weeks, plus 3 to 6 weeks for design and material lead time. City inspections are requested online and come the next business day when requested before 4 p.m., which keeps the schedule tight.
What does a kitchen remodel cost in Mission Viejo?
Mid range kitchens run $60,000 to $100,000 and high end kitchens $100,000 to $175,000 and up, Orange County ranges from 2026 contractor guides; the regional anchor is Cost vs Value 2025 Pacific, $86,480 midrange and $171,950 upscale. Mission Viejo kitchens often carry a wall removal, a panel upgrade and the pre 1994 fixture rule, which is why they land in the upper half more often than newer cities.
What does a bathroom remodel cost?
A hall bath runs $25,000 to $45,000 and a primary bath $55,000 to $100,000 and up. The regional anchors are Cost vs Value 2025 Pacific figures of $27,710 midrange and $86,863 upscale. Moving a drain through a 1970s slab is the biggest single variable.
What does a medical office buildout cost per square foot in Mission Viejo?
Medical and dental suites run $150 to $300 and up per square foot and professional office $85 to $200, based on 2025 Orange County contractor pricing; the 2026 US office fit out average is $162. Most Mission Viejo medical work is in the buildings around Providence Mission Hospital at Crown Valley Parkway and the 5, which is in the middle of a $712 million expansion.
Do I need OCFA review for a tenant improvement in Mission Viejo?
Yes when the work touches fire sprinklers or alarms, or when the space is an assembly, educational, institutional or hazardous occupancy. Mission Viejo is in the Orange County Fire Authority service area. Plans go to OCFA through its Public Services Portal, small sprinkler jobs of 1 to 25 or 26 to 99 heads can be field reviewed, and 90 percent of most plans are reviewed within 10 working days. The city permit is separate.
Is US Floor Design Center licensed and insured?
US Floor Design Center is a California corporation. License number pending; field work is performed by licensed, insured subcontractors under written subcontracts, and we manage the schedule, the permits and the inspections. Ask for the license number and insurance certificates at the showroom before you sign.
What are the construction hours in Mission Viejo?
Construction noise is allowed Monday through Saturday from 7 a.m. to 8 p.m. and not on Sundays or city holidays under Municipal Code Section 6.35.070. Gated communities and the lake association may set tighter delivery and parking rules, and we follow the stricter one.
Do you offer financing for a remodel?
Ask us. Financing options are described at the showroom, and the choices change over time, so we do not publish terms on this page. Bring your budget and timeline to the first consultation and we will walk through what is available against the fixed price for your project.
How long does it take to open a store at The Shops at Mission Viejo or Kaleidoscope?
Plan on 5 to 9 months from lease signing to opening: 6 to 12 weeks of landlord design review, 4 to 9 weeks of permits and 8 to 12 weeks of construction, plus a separate sign permit. The Shops at Mission Viejo is a Simon property of about 1.27 million square feet, and Kaleidoscope is about 243,000 square feet, and both run formal tenant criteria.
