What remodeling in Laguna Hills involves

Laguna Hills is the oldest housing stock of the inland cities we serve. The median year built is 1980, with 38.9 percent of units from the 1970s and 34.7 percent from the 1980s. The city's Housing Element puts 46.9 percent of homes before 1980 and 86.1 percent before 1989, and says units over 30 years old often need roofing, foundation or plumbing work.

A 1970s kitchen or bath here means original supply and drain lines, a single counter circuit and fixtures well above current flow limits. The city's kitchen handout requires SB 407 fixture replacement in homes built on or before January 1, 1994, two 20 amp small appliance circuits, GFCI within 24 inches of the sink and 50 percent high efficacy lighting. The city issued 2,769 residential electrical permits between January 2013 and October 2020.

Permits come from the Building and Safety Division at City Hall, 24035 El Toro Road, which runs a fully online Self-Service Permit Portal. The good news for homeowners: non structural kitchen renovations can generally be permitted over the counter, while wall removal goes to a 5 to 10 business day plan review. First plan check takes up to 3 weeks.

Nellie Gail Ranch is the HOA that shapes remodeling here. All exterior changes require Architectural Review Committee approval; the ARC meets the second Tuesday of each month at 6 p.m., with digital submittals due 10 business days before. The ranch covers about 1,350 acres with half acre lots and homes from about 1,700 to over 10,000 square feet. 43 percent of units citywide are attached or multifamily, so smaller associations apply elsewhere.

We remodel Laguna Hills kitchens from the 1970s and 1980s, using the city's over the counter path for non structural work, with a mid range project running $60,000 to $100,000 based on Cost vs Value 2025 Pacific region data.

The city's kitchen handout draws the line clearly. Permits are triggered by venting changes, moving gas, water or drain piping, moving appliances or adding an island, changing outlet or light locations, framing changes and drywall removal. Non structural work generally issues over the counter. Remove a wall and the plans go to a 5 to 10 business day review. Exterior changes need Planning approval first.

In a 1980 median Laguna Hills home the usual job is replacing original cabinets, opening the pass through to the dining room, running the two 20 amp circuits and adding GFCI within 24 inches of the sink. In Nellie Gail Ranch the originals are around 1,700 square feet and kitchens are often the first room owners expand, which brings in engineering and ARC review for any new window or roof penetration.

Typical scope

  • Cabinet replacement or refacing
  • Quartz or stone counters
  • Pass through or wall opening with engineering
  • Two 20 amp small appliance circuits with GFCI
  • Recessed cans at 50 percent high efficacy or better
  • Ducted range hood
  • SB 407 fixture replacement
  • Tile or luxury vinyl plank flooring
Cost range
$60,000 to $100,000Mid range kitchen; high end $100,000 to $175,000 and up. Cost vs Value 2025 Pacific region, midrange $86,480, upscale $171,950. Regional, not city specific. source
Timeline
6 to 10 weeks on site after cabinets arrive; 10 to 16 weeks including design and ordering, less when the permit issues over the counter
Permits
Laguna Hills Building and Safety permit through the Self-Service Permit Portal. Non structural work over the counter; wall removal 5 to 10 business day review. SB 407 fixtures for homes built on or before January 1, 1994.

We rebuild Laguna Hills hall and primary baths to the city's bathroom handout, with a hall bath typically $25,000 to $45,000 and a primary bath $55,000 to $100,000 and up, anchored to Cost vs Value 2025 Pacific data.

The city's bathroom handout requires a permit when showers, tubs or sinks are removed, replaced or relocated, or for electrical or exhaust fan work. Countertop replacement and refacing need none. The standard is CalGreen 4.303 fixtures at 1.28 gpf, 1.8 gpm and 1.2 gpm, an ENERGY STAR fan with humidity control at 50 cfm, a 1,024 square inch shower with a 2 inch drain, tempered glazing below 60 inches and a dedicated 20 amp circuit.

Most 1970s Laguna Hills baths share a circuit with a bedroom, which is why the dedicated 20 amp circuit shows up on nearly every job. The 2 inch shower drain is the other common item, since a tub to shower conversion usually means opening the slab or floor to upsize the drain. We price both in from the first proposal.

Typical scope

  • Tub to shower conversion with 2 inch drain
  • Waterproofed tile shower, 1,024 square inches minimum
  • Vanity, quartz top and 1.2 gpm faucet
  • 1.28 gpf toilet
  • ENERGY STAR humidity sensing fan at 50 cfm
  • Dedicated 20 amp bathroom circuit
  • Tempered glass enclosure
Cost range
$25,000 to $45,000Hall or secondary bath; primary bath $55,000 to $100,000 and up. Cost vs Value 2025 Pacific region, midrange $27,710, upscale $86,863. Regional, not city specific. source
Timeline
Hall bath 3 to 5 weeks on site; primary bath 6 to 10 weeks
Permits
Laguna Hills Building and Safety permit. Dedicated 20 amp circuit, 2 inch shower drain and 50 cfm humidity sensing fan per the city handout. No permit for countertop or refacing only.

We build out medical and professional suites around MemorialCare Saddleback Medical Center, including Saddleback Medical Building and Saddleback Professional Center, with professional office TI at $85 to $200 per square foot and medical office TI at $150 to $300 and up based on 2025 and 2026 Orange County guides.

Laguna Hills has the largest medical office cluster of the four inland cities we serve. MemorialCare Saddleback Medical Center at 24451 Health Center Drive has 248 licensed beds. Healthcare Realty Trust assembled the buildings around it in 2020 and 2021: Saddleback Medical Building at 23961 Calle de la Magdalena, 135,904 square feet; the Taj Mahal office at 23521 Paseo de Valencia, about 89,000 square feet; and Saddleback Professional Center at 24012 Calle de la Plata, 72,928 square feet.

The city's TI submittal checklist requires a site plan with accessible path of travel, wall sections, electrical load calculations and single line, DWV and water plans, mechanical, Title 24 forms, and a design professional's stamp on every page. The city recommends a CASp review. OCFA plans go directly to OCFA, or through City Hall with a $110.01 processing fee and weekly pickup; some types are reviewed over the counter at 1 Fire Authority Road in Irvine. Licensed clinics under HCAI, formerly OSHPD 3, cost more than private practice suites.

Typical scope

  • Exam rooms, procedure rooms and private offices
  • ADA restrooms and accessible path of travel with CASp review
  • Title 24 lighting and HVAC
  • Electrical load calculations and single line diagram
  • OCFA review, direct or through City Hall

We build out retail suites at Oakbrook Village, Laguna Hills Village and along the I-5 frontage, with second generation retail typically $95 to $250 per square foot based on 2026 Orange County guides.

Laguna Hills retail is in transition. The 867,000 square foot Laguna Hills Mall closed in 2018 and was demolished by April 2023. Merlone Geier's 2026 plan for the Village at Laguna Hills calls for about 1,456 homes, about 165,000 square feet of retail and two hotels, with first groundbreaking expected between late 2026 and mid 2027. Until then, Oakbrook Village and Laguna Hills Village carry the second generation turnover, served by five I-5 interchanges at Oso, La Paz, Alicia, El Toro and Lake Forest Drive.

Retail permits use the same E-Plan Check portal and stamped drawing requirement as office TI. Signs are a separate permit. Landlord design review runs in parallel with plan check.

Our process

  1. Showroom or on site consultation

Start at our Rancho Santa Margarita showroom, 15 minutes from Laguna Hills, or have us meet you on site. We measure, photograph existing conditions and, for commercial space, read the lease exhibit and landlord design criteria.

  2. Design and material selection

We draw the layout and you select cabinets, counters, tile and fixtures from the showroom floor. For Laguna Hills homes we flag the SB 407 fixtures, dedicated bathroom circuit and 2 inch shower drain the city requires.

  3. Fixed price proposal and milestone schedule

You receive a fixed price with a milestone schedule. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract, whichever is less, and progress payments are billed only for work completed.

  4. Permits and HOA submittals

We file with the City of Laguna Hills Building and Safety Division through the Self-Service Permit Portal, over the counter where the work qualifies. For Nellie Gail Ranch we prepare the ARC package 10 business days before the second Tuesday meeting.

  5. Construction with photo updates at every milestone

Demolition, rough trades, inspections, finishes. You get photos at each milestone. We work weekdays 7 a.m. to 8 p.m. and Saturdays 8 a.m. to 8 p.m., never on Sundays or federal holidays, as the city requires.

  6. Final walkthrough, warranty and care guide

We walk the finished space with you, close the permit with the city's final inspection and hand over a care guide for your surfaces. Warranty terms are written into the contract before work starts.

SB 407 fixture replacement applies to almost every permitted remodel here.
