What remodeling in Aliso Viejo involves
Aliso Viejo is a 1990s city. 51.2 percent of its housing was built in that decade and 15.5 percent in the 2000s, for a median year built of 1995; only about 4 percent predates 1980. The Mission Viejo Company bought the last 6,600 acres of Moulton Ranch in 1976, the county approved a 20,000 home plan in 1979 and the first homes sold in March 1982. The originals are Mediterranean stucco with tile roofs on cul-de-sacs; early 2000s product added contemporary townhomes and condos.
A 1995 home is the youngest profile we work in, and that changes the scope. Asbestos and aluminum wiring are not a concern, and SB 407 fixture replacement only reaches the small share of homes built on or before January 1, 1994. What you get instead is the 1990s builder kitchen: soffits, oak or thermofoil cabinets, tile counters and cultured marble vanities. The job is finish and layout work rather than rewiring and repiping.
Permits come from the City of Aliso Viejo Community Development Department at 12 Journey, Suite 100. The city accepts only online submittals since April 1, 2024, reviews a first submittal for completeness within 10 calendar days and a resubmittal within 5. It posts a residential kitchen remodel handout but no over the counter list. Interior only alterations are exempt from city design review under Chapter 15.62.
HOA rules matter more here than anywhere else we work. 63 percent of units are attached or multifamily, the highest share of the four inland cities. The Aliso Viejo Community Association was the first community wide association of its kind in California and oversees architectural guidelines for a consistent look, with sub associations such as Glenwood, Pacific Ridge, Westridge and Canyon View underneath it. Aliso and Wood Canyons Wilderness Park, 4,500 acres, borders the city.

We remodel Aliso Viejo's 1990s builder kitchens, removing soffits and tile counters and opening the plan, with a mid range project running $60,000 to $100,000 based on Cost vs Value 2025 Pacific region data.
The standard Aliso Viejo kitchen was built between 1990 and 2005 and has a soffit, a peninsula or small island, tile counters and a recirculating microwave hood. The common remodel drops the soffit to the ceiling, replaces the peninsula with a working island, moves to quartz, and ducts the hood outside. Because the wiring is already modern, electrical work is usually limited to island circuits and lighting rather than a service upgrade.
The city posts a residential kitchen remodel handout and takes the application through its online portal with a 10 calendar day completeness review. In a townhome or condo the HOA's rules on work hours, stair protection and shared plumbing stacks shape the schedule as much as the permit does.
Typical scope
- Cabinet replacement or refacing
- Quartz or stone counters replacing tile
- Soffit removal and ceiling repair
- Peninsula to island conversion with dedicated circuits
- Ducted range hood
- Recessed and under cabinet lighting
- Luxury vinyl plank or tile flooring
- HOA submittal and contractor paperwork
- Cost range
- $60,000 to $100,000Mid range kitchen; high end $100,000 to $175,000 and up. Cost vs Value 2025 Pacific region, midrange $86,480, upscale $171,950. Regional, not city specific. source
- Timeline
- 6 to 10 weeks on site after cabinets arrive; 10 to 16 weeks including design and ordering

- Aliso Viejo Community Development permit through the online portal, 10 calendar day completeness review. Interior only work is exempt from city design review. HOA approval handled separately.
We rebuild Aliso Viejo hall and primary baths, replacing 1990s cultured marble and fiberglass with tile and current fixtures, with a hall bath typically $25,000 to $45,000 and a primary bath $55,000 to $100,000 and up, anchored to Cost vs Value 2025 Pacific data.
A 1995 Aliso Viejo primary bath has a soaking tub under a window, a separate fiberglass shower, a cultured marble double vanity and a single bar light. The usual remodel removes the tub, builds one large tile shower, replaces the vanity with a furniture style piece and quartz top, and adds a humidity sensing fan. Hall baths are mostly tub to shower conversions.
The city did not publish a bathroom handout we could cite, so we build to the state code: 1.28 gpf toilets, 1.8 gpm showerheads, 1.2 gpm faucets and tempered glass at the enclosure. In condos and townhomes we coordinate shutoffs with the association because risers and drain stacks are shared.
Typical scope
- Tub removal and single large tile shower
- Vanity, quartz top and 1.2 gpm faucets
- 1.28 gpf toilet
- Humidity sensing exhaust fan
- Tempered glass enclosure
- Lighting and GFCI outlets
- Shared riser shutoff coordination with the HOA
- Cost range
- $25,000 to $45,000Hall or secondary bath; primary bath $55,000 to $100,000 and up. Cost vs Value 2025 Pacific region, midrange $27,710, upscale $86,863. Regional, not city specific. source

We build out medical and professional suites at the Summit, Pacific Park and the Liberty Road healthcare campus, with professional office TI at $85 to $200 per square foot and medical office TI at $150 to $300 and up based on 2025 and 2026 Orange County guides.
Aliso Viejo carries about 3.1 to 3.3 million square feet of office, second in south Orange County only to Irvine Spectrum. The Summit, a Parker Properties campus, holds over 1.8 million square feet; MicroVention's 205,479 square foot headquarters opened there in 2017, and five buildings at 65 to 101 Enterprise sold to Rockpoint in 2018 for over $150 million. Pacific Park is a 900 acre business park planned for more than 22,000 jobs.
Medical demand is concentrating on Liberty Road, where CT Realty bought 25.6 acres near Town Center for a roughly $250 million healthcare campus with Kaiser Permanente, Signature Healthcare, Belmont Village and four smaller medical office buildings. TI permits go through the city's online portal under the AB 2234 timelines. Aliso Viejo is an OCFA member city with its own fire ordinance, so fire plans follow OCFA plan routing, and Moulton Niguel Water District serves the city. Licensed clinics under HCAI, formerly OSHPD 3, cost more than private practice suites.
Typical scope
- Exam rooms, procedure rooms and private offices
- ADA restrooms and accessible path of travel
- Title 24 lighting and HVAC
- OCFA plan routing and fire alarm or sprinkler changes
- X-ray shielding and medical gas

We build out retail suites at The Commons at Aliso Viejo Town Center, Pacific Park Plaza and Vantis, with second generation retail typically $95 to $250 per square foot based on 2026 Orange County guides.
The Commons at Aliso Viejo Town Center is the city's 25 acre commercial hub, and Avalon Aliso Viejo will add 343 apartments and 17,273 square feet of retail by 2027. Vantis is a roughly 40 acre Shea Properties mixed use site with 435 planned apartments and a 129 room Homewood Suites. Second generation suites in these centers are the typical job: storefront interior, flooring, lighting and an accessible restroom.
Retail permits run through the same online portal and AB 2234 clock as office work. Signs are a separate permit. Landlord design review runs in parallel with the city's review.

Our process
Showroom or on site consultation
Start at our Rancho Santa Margarita showroom, 20 minutes from Aliso Viejo, or have us meet you on site. We measure, photograph existing conditions and, for commercial space, read the lease exhibit and landlord design criteria.
Design and material selection
We draw the layout and you select cabinets, counters, tile and fixtures from the showroom floor. For Aliso Viejo townhomes and condos we confirm which walls, risers and stacks are shared before the layout is final.
Fixed price proposal and milestone schedule
You receive a fixed price with a milestone schedule. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract, whichever is less, and progress payments are billed only for work completed.
Permits and HOA submittals
We file with the City of Aliso Viejo Community Development Department through its online portal, the only way the city accepts applications. We prepare the Aliso Viejo Community Association or sub association paperwork for Glenwood, Pacific Ridge, Westridge, Canyon View and the condo associations.
Construction with photo updates at every milestone
Demolition, rough trades, inspections, finishes. You get photos at each milestone. We work 7 a.m. to 8 p.m. weekdays and 8 a.m. to 8 p.m. Saturdays, never on Sundays or federal holidays, as Municipal Code 8.12.070 requires.
Final walkthrough, warranty and care guide
We walk the finished space with you, close the permit with the city's final inspection and hand over a care guide for your surfaces. Warranty terms are written into the contract before work starts.
Questions people ask about remodeling in Aliso Viejo
Who issues building permits in Aliso Viejo, and where is the office?
The City of Aliso Viejo Community Development Department at 12 Journey, Suite 100, Aliso Viejo, CA 92656, phone (949) 425-2525. Since April 1, 2024 the city accepts applications only through its online portal, which also handles payment, status and document retrieval. Hard copies are not accepted.
Is a kitchen or bathroom permit over the counter in Aliso Viejo?
No published over the counter list exists. Every application goes through the online portal, where the city reviews a first submittal for completeness within 10 calendar days and a resubmittal within 5. Appeals of an incomplete finding go to the City Council through the City Clerk at (949) 425-2505.
Does my Aliso Viejo HOA need to approve an interior kitchen or bath remodel?
The city does not review interior only work, because Chapter 15.62 exempts interior alterations from design review, but the Aliso Viejo Community Association and your sub association still do. AVCA oversees architectural guidelines citywide, and 63 percent of units are attached or multifamily, so expect rules on work hours, parking, shared plumbing and anything visible outside.
Can you remodel a condo or townhome in Aliso Viejo?
Yes, and it is most of what we do here, since 38 percent of units are in buildings of two or more units and another 25 percent are attached. The differences are shared risers and drain stacks that need association shutoff coordination, limited staging and parking, and the sub association's insurance and work hour rules. The city permit is the same online process as a detached home.
What is typical for an Aliso Viejo home built around 1995?
A builder kitchen with a soffit, tile counters, a peninsula and a recirculating microwave hood, and baths with a soaking tub, fiberglass shower and cultured marble vanity. Wiring and plumbing are modern, so the remodel is finish and layout work. SB 407 fixture replacement only applies to the roughly 23 percent of homes built before 1990 and the few from 1990 to 1993.
How long does a kitchen remodel take in Aliso Viejo?
6 to 10 weeks on site after cabinets arrive, and 10 to 16 weeks including design and ordering. The city's 10 calendar day completeness review sits at the front of that schedule, and in a condo the association's approval and scheduling rules can add time before demolition.
How long does a bathroom remodel take in Aliso Viejo?
3 to 5 weeks on site for a hall bath and 6 to 10 weeks for a primary bath. Removing a 1990s soaking tub and building one large shower is the usual primary bath scope, and it fits that window when association shutoffs are scheduled in advance.
What does a kitchen remodel cost in Aliso Viejo?
$60,000 to $100,000 for a mid range kitchen and $100,000 to $175,000 and up for a high end one. The anchor is Cost vs Value 2025 for the Pacific region: $86,480 midrange and $171,950 upscale, regional numbers. Aliso Viejo kitchens often land in the lower half because 1990s wiring and plumbing rarely need replacement.
What does a bathroom remodel cost in Aliso Viejo?
$25,000 to $45,000 for a hall bath and $55,000 to $100,000 and up for a primary bath. Cost vs Value 2025 Pacific region puts a midrange bath at $27,710 and an upscale bath at $86,863. In a condo, access and shared plumbing coordination add labor even when the finishes are the same.
What does a medical office buildout cost per square foot in Aliso Viejo?
$150 to $300 and up per square foot for medical office, and $85 to $200 for professional office by shell condition, per Greater Pacific Construction's 2025 Orange County guide. Cushman and Wakefield's 2026 US office fit out average is $162 per square foot. New medical suites are concentrating on the Liberty Road healthcare campus.
What does Aliso Viejo require for a tenant improvement permit?
An online submittal through the city portal, reviewed for completeness within 10 calendar days and 5 on resubmittal. Fire plans follow OCFA plan routing, since Aliso Viejo is an OCFA member city with its own fire ordinance, and Moulton Niguel Water District signs off where the work affects service. We include stamped MEP and Title 24 sheets and the landlord's written approval.
What are the construction hours in Aliso Viejo?
7 a.m. to 8 p.m. on weekdays and 8 a.m. to 8 p.m. on Saturdays, with no construction on Sundays or federal holidays. Municipal Code 8.12.070(E) exempts construction noise only inside those hours, and violations are misdemeanors under 8.12.100. Associations often set tighter hours and we follow the stricter rule.
Is US Floor Design Center licensed and insured?
US Floor Design Center is a California corporation. License number pending; field work is performed by licensed, insured subcontractors under written subcontracts. Ask us for current certificates before work starts; your HOA can request them directly.
Do you offer financing for an Aliso Viejo remodel?
Ask us. Financing options are described at the showroom in Rancho Santa Margarita. Under California law the contract deposit is capped at $1,000 or 10 percent, whichever is less, and progress payments are billed only for completed work.
