What remodeling in Laguna Niguel involves
Laguna Niguel is a 1980s city. 43.8 percent of its housing was built in that decade and 20.4 percent in the 1990s, for a median year built of 1986. The first tracts went up at Monarch Bay and Niguel Terrace in 1962, AVCO expanded the Victor Gruen plan from 1971, and Alicia Parkway was finished in 1992. The Housing Element counts about 6,000 units built before 1980.
A 1986 kitchen or bath is the oak cabinet, soffit and cultured marble era. Inside the walls that means SB 407 fixture replacement applies to almost every permitted remodel, since the rule covers homes built on or before January 1, 1994. The city also requires CalGreen WS-1 and WS-2 water forms and Title 24 plotted on the plans for every residential remodel. We draw those sheets as part of the design work.
Permits come from the City of Laguna Niguel Building Division at 30111 Crown Valley Parkway, through the online Permit Center portal. There is no published over the counter list, but residential repipes, standard water heater replacements and dishwashers issue online in about 24 hours. Full remodels go to plan check, 10 business days on first submittal and 5 on resubmittal, and Moulton Niguel Water District approval is required before issuance.
HOA rules reach most of the city. 45 percent of units are attached or multifamily, and the city's residential permit form asks whether HOA approval is required and provided. Bear Brand Ranch, Ocean Ranch and Laguna Sur carry strict standards; Monarch Summit II maintains exteriors and roofs. Niguel Summit's hillside saw a 1998 slope failure and the 2022 Coastal Fire.

We remodel Laguna Niguel kitchens from the 1980s and 1990s, removing soffits, rewiring counters and replacing fixtures to SB 407, with a mid range project running $60,000 to $100,000 based on Cost vs Value 2025 Pacific region data.
The city's residential permit application lists what a kitchen permit covers: sinks, dishwashers, disposals, water and gas piping changes, ranges, hoods, switches, outlets and sub panels. A full kitchen touches most of those, so it goes through plan check with Title 24 on the plans and the CalGreen water worksheets. A dishwasher swap on its own issues online in about a day.
In a 1986 Laguna Niguel tract the common moves are opening the wall to the family room, dropping the soffit, replacing oak with painted cabinets, and adding an island. Those changes bring the kitchen under current outlet and lighting rules. In Bear Brand Ranch and Ocean Ranch the kitchens are larger and the HOA reviews anything that shows outside, such as a new roof vent or window change.

We rebuild Laguna Niguel hall and primary baths, replacing cultured marble and fiberglass with tile and current fixtures, with a hall bath typically $25,000 to $45,000 and a primary bath $55,000 to $100,000 and up, anchored to Cost vs Value 2025 Pacific data.
Bathtubs, showers, water closets, exhaust fans, fixtures, switches and outlets are all permit items on the city's residential application. The city does not publish a bathroom handout, so we build to the state code and the plan check comments we see from the Crown Valley counter. CalGreen water forms go in with every submittal.
A primary bath in a 1980s Laguna Niguel home usually has a corner tub, a small stall shower and a cultured marble top. Our process
Showroom or on site consultation
Start at our Rancho Santa Margarita showroom, 20 minutes from Laguna Niguel, or have us meet you on site. We measure, photograph existing conditions and, for commercial space, read the lease exhibit and landlord design criteria.
Design and material selection
We draw the layout and you select cabinets, counters, tile and fixtures from the showroom floor. For Laguna Niguel we prepare the Title 24 sheet and CalGreen WS-1 and WS-2 forms the city requires on every residential remodel.
Fixed price proposal and milestone schedule
You receive a fixed price with a milestone schedule. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract, whichever is less, and progress payments are billed only for work completed.
Permits and HOA submittals
We file with the City of Laguna Niguel Building Division through the Permit Center portal and obtain Moulton Niguel Water District approval. For Bear Brand Ranch, Ocean Ranch, Niguel Summit or any other association, we prepare the architectural submittal and answer the HOA question on the city form.
Construction with photo updates at every milestone
Demolition, rough trades, inspections, finishes. You get photos at each milestone. We work 7 a.m. to 8 p.m. weekdays and Saturdays, never on Sundays or federal holidays, as the city code requires.
Final walkthrough, warranty and care guide
We walk the finished space with you, close the permit with the city's final inspection and hand over a care guide for your surfaces. Warranty terms are written into the contract before work starts.
