Remodeling in Dana Point
US Floor Design Center remodels kitchens, bathrooms, medical and professional offices, and retail spaces in Dana Point from our showroom in Rancho Santa Margarita, 20 minutes away. The whole city sits under a Coastal Overlay, but Chapter 9.69 exempts interior remodels unless you rebuild half the exterior walls or sit within 50 feet of a bluff edge, and we check that before we quote. Visit the showroom or book an on site consultation.

What remodeling in Dana Point involves
Dana Point's housing comes in four eras. The Dana Point Syndicate built about three dozen homes in 1926 around the streets now named for colored ship lanterns, Edward Doheny's Spanish style Capistrano Beach homes began in 1928 with every lot sold by 1944, the harbor was built in the 1960s and dedicated July 31, 1971, and The Strands at Headlands lots sold in 2006; the city incorporated January 1, 1989 and counts 16,254 housing units, 58.6 percent owner occupied (Wikipedia). Capistrano Beach development started in 1925 with homes on the bluff (Wikipedia). Zillow's typical home value was $1,640,200 through December 31, 2025 (Zillow).
In Lantern Village and Capistrano Beach, most houses predate 1978. South Coast AQMD Rule 1403 requires that affected components be surveyed for asbestos by a Cal/OSHA certified surveyor before any demolition or renovation activity, and the owner occupant exemption does not extend to a hired contractor (Rule 1403). Cal/OSHA Title 8 Section 1532.1 applies to all construction work where an employee may be exposed to lead, presumes listed tasks on lead paint exceed the exposure limit until proven otherwise, and requires 24 hours written notice before those tasks (Title 8 Section 1532.1).
Permits come from the Building and Safety Division at 33282 Golden Lantern, Suite 209, (949) 248-3564; every application goes through the eTRAKIT portal, and over the counter plan review runs Tuesdays and Thursdays (Building and Safety). Applications expire if the permit is not pulled within 180 days (Permit application). Chapter 9.69 requires a Coastal Development Permit for all development in the Coastal Overlay District unless exempt; interior modifications are exempt unless they intensify use or reconstruct 50 percent or more of the exterior walls (Chapter 9.69).
Two things pull a project out of the exemption: work within 50 feet of a coastal bluff edge, and, within 300 feet of the beach or seaward of the first public road, a 10 percent increase in floor area (Chapter 9.69). Bluff lots carry a setback of at least 25 feet or the 50 year erosion line, set by a geotechnical report less than a year old (Chapter 9.27). In Niguel Shores, the Architecture Committee uses a consulting architect to review remodel plans before approving work (Niguel Shores). Construction noise is allowed 7:00 a.m. to 8:00 p.m. Monday through Saturday (DPMC 11.10.014).

We replace or reface cabinets, install quartz or stone counters, and move plumbing and electrical in Dana Point kitchens, usually $60,000 to $100,000 for a mid range project, anchored to the Cost vs Value 2025 Pacific midrange figure of $86,480.
A kitchen remodel inside the existing walls is exempt from a Coastal Development Permit under DPMC 9.69.040(h), which exempts interior modifications unless they intensify use or reconstruct 50 percent or more of the exterior walls, so the project runs on a city building permit through eTRAKIT (Chapter 9.69, Building and Safety). If the plan adds a bump out on a lot between the sea and the first public road or within 300 feet of the beach, a floor area increase of 10 percent or more brings the CDP back (Chapter 9.69).
In Lantern Village and Capistrano Beach homes from the 1920s to 1940s, the Rule 1403 asbestos survey comes before demolition and the Cal/OSHA lead standard governs painted plaster, trim and cabinets (Rule 1403, Title 8 Section 1532.1). Those steps add days and are priced in the proposal. In Niguel Shores, the Architecture Committee reviews remodel design plans through its consulting architect before work is approved (Niguel Shores), so we build that review into the schedule.
On a bluff lot, anything within 50 feet of the bluff edge loses the exemption (Chapter 9.69), and Chapter 9.27 requires a geotechnical report less than one year old and a setback never less than 25 feet (Chapter 9.27). A kitchen that stays inside the house avoids all of that, which is one reason we keep bluff side kitchens within the footprint.
Typical scope
- Cabinet replacement or refacing, framed or frameless
- Quartz, quartzite or granite counters and full height backsplash
- Wall removal with engineered beam and permit
- Plumbing and electrical relocation, dedicated circuits, under cabinet lighting
- Tile, luxury vinyl plank or hardwood flooring from the showroom
- Asbestos survey and lead safe practices in pre 1978 homes
- Coastal exemption check for bluff edge and beachfront lots
- Cost range
- $60,000 to $100,000Mid range kitchen; high end $100,000 to $175,000 and up. Anchor: Cost vs Value 2025, Pacific region (Zonda/JLC), major kitchen midrange $86,480, upscale $171,950. Regional, not city specific. source
- Timeline
- 6 to 10 weeks on site after cabinets arrive; 10 to 16 weeks including design and ordering
- Permits
- City of Dana Point Building and Safety Division, 33282 Golden Lantern, Suite 209, through eTRAKIT. Interior work is exempt from a Coastal Development Permit under DPMC 9.69.040 unless it rebuilds 50 percent or more of exterior walls, sits within 50 feet of a bluff edge, or adds 10 percent floor area within 300 feet of the beach.
We rebuild hall and primary bathrooms in Dana Point with new tile, showers, vanities and fixtures, usually $25,000 to $45,000 for a hall bath and $55,000 to $100,000 and up for a primary bath, anchored to Cost vs Value 2025 Pacific figures of $27,710 and $86,863.
A bathroom that keeps its footprint is an interior modification exempt from a Coastal Development Permit under DPMC 9.69.040 (Chapter 9.69), submitted to Building and Safety through eTRAKIT; the permit lapses without an inspection every 180 days, so we schedule inspections as milestones (Permit application). Work runs 7:00 a.m. to 8:00 p.m. Monday through Saturday under the noise code (DPMC 11.10.014).
In the 1920s to 1940s houses of Capistrano Beach and Lantern Village, we expect plaster, old tile beds and layered paint, so the Rule 1403 survey and lead safe setup come before the first tile is pulled (Rule 1403, Title 8 Section 1532.1). In the harbor era homes from the 1960s, the common request is a tub to shower conversion with a frameless enclosure. Water and sewer service is South Coast Water District, which serves the whole city (OC Auditor-Controller).
Typical scope
- Tub to shower conversion, curbless where the slab allows
- Porcelain or natural stone tile floors and walls
- Vanity, counter and plumbing fixture replacement
- Exhaust fan, lighting and GFCI circuit upgrades
- Frameless glass enclosure
- Blocking for grab bars and comfort height fixtures
- Cost range
- $25,000 to $45,000Hall or secondary bath; primary bath $55,000 to $100,000 and up. Anchor: Cost vs Value 2025, Pacific region (Zonda/JLC), bath midrange $27,710, upscale $86,863. Regional, not city specific. source
- Timeline
- 3 to 5 weeks on site for a hall bath; 6 to 10 weeks for a primary bath; add 4 to 6 weeks for design and ordering
- Permits
- City of Dana Point Building and Safety Division through eTRAKIT. A bathroom within its footprint is exempt from a Coastal Development Permit as an interior modification. Niguel Shores remodel plans go to the Architecture Committee. Pre 1978 homes need the Rule 1403 survey before demolition.
We build out medical and professional office suites in Dana Point, including exam rooms, reception, accessible restrooms and lighting, at $85 to $200 per square foot for professional office and $150 to $300 and up per square foot for medical, based on Orange County contractor guides published in 2025.
Dana Point's tenant improvement submittal asks for three plan sets, requires OCFA review for assembly occupancies and any building with an existing fire sprinkler system, accepts a licensed sprinkler contractor's written evaluation when fewer than five heads change, applies Title 24 when the envelope, mechanical system or 50 percent of lighting changes, and needs an SDG&E work order before issuance (TI submittal). OCFA takes the fire plans through its Public Services Portal or at 1 Fire Authority Road, Irvine, 714-573-6100 (OCFA).
Our first check in a second generation suite in the Town Center or along Pacific Coast Highway is the accessible path of travel from parking to the suite and restroom, where an older building's budget moves. Medical suites add exam room sinks, casework and higher ventilation, which is why the medical range starts at $150 per square foot, and 3 to 6 months from lease to move in is typical (Greater Pacific Construction). Licensed clinics reviewed by HCAI under OSHPD 3 run higher; the US fit out average is $162 per square foot (Cushman and Wakefield).
Typical scope
- Space plan, partitions, doors and acoustic ceilings
- Exam rooms with sinks, casework and medical gas rough in
- ADA path of travel, restroom and counter corrections
- Title 24 lighting, controls and HVAC adjustments
- Fire sprinkler and alarm modifications under OCFA review
- Flooring, millwork and finishes from the showroom
- Cost range
- $85 to $300 per square footProfessional office $85 to $200 per square foot by shell condition; medical office $150 to $300 and up. Orange County contractor guide, 2025 (Greater Pacific Construction); US office fit out average $162 per square foot (Cushman and Wakefield, 2026). source
- Timeline
- 3 to 6 months from lease signing to move in, including design, plan check and construction
- Permits
- City of Dana Point Building and Safety Division, three plan sets, with OCFA review for assembly occupancies and sprinklered buildings, Title 24 documentation when lighting or mechanical systems change, and an SDG&E work order before issuance. Landlord approval comes first or in parallel.
We build out retail space in the Lantern District, the Town Center along Del Prado and Pacific Coast Highway, and the Dana Point Harbor at $95 to $250 per square foot for second generation space, based on Orange County contractor guides published in 2026.
The Lantern District's commercial core is governed by the Town Center Plan, which covers the couplet formed by Del Prado and Pacific Coast Highway from Green Lantern to Copper Lantern (CEQAnet), adopted as Chapter 9.26 and Appendix E of the Zoning Code (Chapter 9.26). Interior fixtures, flooring, lighting and casework proceed on a building permit; storefront and sign changes are checked against the Town Center standards and, since the district sits in the Coastal Overlay, against the Chapter 9.69 exemptions (Chapter 9.69).
The Harbor is mid rebuild. The County partnered with Dana Point Harbor Partners in 2018; the marina is being delivered in 15 phases, with phases 1 through 11 complete, phase 12 starting summer 2026 and completion on track for 2028, and commercial core phases 1 and 2 began in early 2024 with completion anticipated within three years (OC Fifth District). New harbor tenants should plan for landlord design review of 6 to 12 weeks, permits of 4 to 9 weeks and construction of 8 to 12 weeks (Benitez Contractors).
Food service tenants add Orange County Health Care Agency Environmental Health approval, and any sprinklered space goes through OCFA review (TI submittal). Signs take a separate permit (Benitez Contractors).
Typical scope
- Demising walls, storefront and entry adjustments
- Sales floor flooring, lighting and ceilings
- Fitting rooms, stockroom and point of sale millwork
- ADA restroom and path of travel corrections
- Separate sign permit and Town Center standards review
- Electrical, data and security rough in
- Cost range
- $95 to $250 per square footSecond generation retail, interior construction only. Orange County contractor guide, 2026 (Benitez Contractors, $95 to $260); LA and Orange County mid tier $155 to $245 (Terrapin, July 2026). source
- Timeline
- 5 to 9 months from lease signing to opening; 8 to 12 weeks of construction once permits are issued
- Permits
- City of Dana Point Building and Safety Division for the building permit, OCFA for sprinklered spaces, Health Care Agency Environmental Health for food service, Town Center Plan standards in the Lantern District, and a Coastal Development Permit only when the work falls outside the Chapter 9.69 exemptions. Signs need their own permit.
Our process
Showroom or on site consultation
Start at the showroom in Rancho Santa Margarita, about 20 minutes from Dana Point, or have us come to the house or the suite. We measure, photograph, check the year built, and locate the property against the bluff edge, the 300 foot beach line and the first public road, because those lines decide whether a Coastal Development Permit applies.
Design and material selection
You pick cabinets, counters, tile, flooring and fixtures from showroom stock, so lead times are known before the price is set. We design to keep the project inside the Chapter 9.69 exemptions wherever possible, and prepare the Niguel Shores or other association packet when the community requires it.
Fixed price proposal and milestone schedule
You get one fixed price for the agreed scope, broken into milestones, with a schedule showing the order of work and the dates we need your decisions by. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract price, whichever is less, and progress payments are billed only for work already completed. Allowances, exclusions and the change order process are written into the contract.
Permits, coastal or historic review, and HOA submittals
We submit to the City of Dana Point Building and Safety Division at 33282 Golden Lantern, Suite 209, through the eTRAKIT portal. If the work needs a Coastal Development Permit, the Community Development Director approves single family projects outside the appeals area and projects under $100,000, and the Planning Commission hears those inside the appeals area. Association packets go in at the same time. Commercial fire plans go to OCFA.
Construction with photo updates at every milestone
Demolition, rough trades, inspections, finishes. We work 7:00 a.m. to 8:00 p.m. Monday through Saturday and never on Sunday or a federal holiday, keep an inspection on the books at least every 180 days so the permit stays active, and send photos and a short note at every milestone. In homes built before 1978, the asbestos survey and lead safe setup happen before the first wall opens.
Final walkthrough, warranty and care guide
We walk the job with you, fix the punch list, and hand over the signed inspection card, the written warranty and a care guide for every surface we installed.
Questions people ask about remodeling in Dana Point
Who issues building permits in Dana Point and where is the office?
The City of Dana Point Building and Safety Division at 33282 Golden Lantern, Suite 209, Dana Point, CA 92629 issues building permits; the phone is (949) 248-3564 and the inspection line is (949) 248-3590. All permit applications are submitted electronically through the eTRAKIT portal. The lobby is open Monday through Thursday 7:30 to 5:30 and Friday 7:30 to 4:30, the permit counter takes walk ins Monday through Friday 8:00 to 3:30, and over the counter plan review runs Tuesdays and Thursdays. We prepare and submit the application as part of the contract.
Is my interior remodel in Dana Point exempt from a Coastal Development Permit?
Yes, under Dana Point Municipal Code 9.69.040(h), which exempts interior modifications unless they intensify the use or reconstruct 50 percent or more of the exterior walls. The exemption is lost for work within 50 feet of a coastal bluff edge, or, within 300 feet of the beach or seaward of the first public road, for a floor area increase of 10 percent or more, a new story or detached structure, or demolition of more than 50 percent of the exterior walls. A kitchen or bathroom rebuilt inside the footprint stays exempt.
Does my HOA or the city's design review need to approve an interior remodel?
In Niguel Shores, yes: the Architecture Committee applies the association's Architectural Regulations and Guidelines and uses a consulting architect to review the design plan for remodels and new construction before any work is approved, so we submit there during design. The city has no separate design review for an interior kitchen or bathroom; the building permit and the Chapter 9.69 coastal exemption cover it. Other associations set their own rules, and we confirm them at the consultation.
What applies to a home built before 1978 in Dana Point?
South Coast AQMD Rule 1403 requires that affected components be surveyed for asbestos by a Cal/OSHA certified surveyor before any demolition or renovation activity, and the exemption for an owner working personally does not cover a hired contractor. Cal/OSHA Title 8 Section 1532.1 applies to all construction work where an employee may be exposed to lead, presumes listed tasks on lead paint exceed the exposure limit until an assessment proves otherwise, and requires 24 hours written notice to Cal/OSHA for those tasks. We schedule both before demolition.
What is typical for a Capistrano Beach or Lantern Village home from the 1920s to 1940s?
Capistrano Beach was developed from 1925 with homes on the bluff and Doheny's Spanish style houses from 1928, every lot sold by 1944; the Dana Point Syndicate built about three dozen homes in 1926. Inside, expect plaster, old tile beds and layered paint, so the Rule 1403 asbestos survey and lead safe work come first. On the bluff, work within 50 feet of the edge needs a Coastal Development Permit and a fresh geotechnical report; the County built 255 feet of rip rap at 35005 Beach Road in 2025 because erosion is active.
How long does a kitchen remodel take in Dana Point?
6 to 10 weeks on site after cabinets arrive, and 10 to 16 weeks including design, permit and ordering. A kitchen inside the footprint stays exempt from a Coastal Development Permit, so Building and Safety review through eTRAKIT sets the start date. If the project needs a CDP, the Director approves single family projects outside the appeals area and projects under $100,000, and appeals to the Coastal Commission must be filed within ten working days of the Notice of Final Action, which we add to the schedule.
How long does a bathroom remodel take in Dana Point?
3 to 5 weeks on site for a hall bathroom and 6 to 10 weeks for a primary bathroom, plus 4 to 6 weeks for design, permit and ordering. A bathroom within its footprint is an exempt interior modification under Chapter 9.69 and runs on a city building permit. Work hours of 7:00 a.m. to 8:00 p.m. Monday through Saturday give us a long day, and we keep an inspection on the books at least every 180 days so the permit stays active.
What does a kitchen remodel cost in Dana Point?
$60,000 to $100,000 for a mid range kitchen and $100,000 to $175,000 and up for a high end kitchen. The external anchor is Cost vs Value 2025 for the Pacific region, which puts a major midrange kitchen at $86,480 and an upscale kitchen at $171,950; those are regional figures, not city specific. In Dana Point the drivers are wall removal, pre 1978 abatement steps in Lantern Village and Capistrano Beach, Niguel Shores architectural review, and a Coastal Development Permit when the plan grows the footprint near the beach or bluff.
What does a bathroom remodel cost in Dana Point?
$25,000 to $45,000 for a hall or secondary bathroom and $55,000 to $100,000 and up for a primary bathroom. Cost vs Value 2025 for the Pacific region puts a midrange bath at $27,710 and an upscale primary bath at $86,863, regional figures we use as the external check. Tub to shower conversions, curbless entries and stone tile move a project toward the top of each range, and a 1920s plaster bathroom adds abatement steps.
What does a medical office buildout cost per square foot in Dana Point?
$150 to $300 and up per square foot for medical office and $85 to $200 per square foot for professional office, by shell condition, according to an Orange County contractor guide published in 2025. The 2026 Cushman and Wakefield guide puts the US office fit out average at $162 per square foot. Dana Point requires three plan sets, OCFA review for any sprinklered building, Title 24 documentation when 50 percent of the lighting changes, and an SDG&E work order before the permit is issued.
What are construction hours in Dana Point?
7:00 a.m. to 8:00 p.m. Monday through Saturday, and no construction, repair, remodeling or grading noise on Sunday or a federal holiday, under Dana Point Municipal Code 11.10.014(e), which exempts construction noise only within those hours. A Code Enforcement Officer is available at the Development Services counter weekdays 8:00 to 10:00 a.m., and the city's main line is (949) 248-3500. Associations such as Niguel Shores may set tighter hours, which we follow.
What does a retail buildout cost in the Lantern District or Dana Point Harbor?
$95 to $250 per square foot for second generation retail space, based on Orange County contractor guides published in 2026, excluding fixtures and merchandise you supply. In the Lantern District, storefront and sign work is checked against the Town Center Plan, which covers the Del Prado and Pacific Coast Highway couplet from Green Lantern to Copper Lantern. At the Harbor, commercial core phases 1 and 2 began in early 2024 with completion anticipated within three years, so new tenant spaces are arriving in stages. Signs take a separate permit.
Are you licensed and insured?
US Floor Design Center is a California corporation. License number pending; field work is performed by licensed, insured subcontractors under written subcontracts. Your contract names the license number, scope, price, schedule and payment terms, and you can verify the license on the Contractors State License Board website at any time.
Do you offer financing?
Ask us. Financing options are described at the showroom in Rancho Santa Margarita, and terms depend on the lender and the project, so we do not publish rates here. Separately, California caps the deposit on a home improvement contract at $1,000 or 10 percent of the price, whichever is less, and progress payments are tied to work completed, which keeps your outlay matched to progress on site.
