Remodeling in San Clemente
US Floor Design Center remodels kitchens, bathrooms, medical and professional offices, and retail spaces in San Clemente from our showroom in Rancho Santa Margarita, 20 minutes away. About 15 percent of the city sits in the Coastal Zone, the Pier Bowl and North Beach carry Ole Hanson's Spanish Colonial Revival overlay, and Talega has its own design review, so we check the map before we quote. What remodeling in San Clemente involves
San Clemente was founded in 1925 by Ole Hanson and incorporated in February 1928; it has 64,293 residents and 26,647 housing units, 64.0 percent owner occupied (Wikipedia). The city's 1995 Historic Resources Survey defines a Spanish Village period from 1926 to 1936, when Hanson required white stucco buildings with red clay tile roofs through an architectural committee (Historic Resources Survey). Talega, in the northeastern hills, began construction in 1999 on 3,510 acres planned for 3,500 homes (Wikipedia). The median owner occupied home is valued at $1,398,400 (Census QuickFacts); Zillow's typical value was $1,657,019 through January 31, 2026 (Zillow).
Older homes in the Pier Bowl, North Beach and Southwest San Clemente predate 1978, which triggers two rules. South Coast AQMD Rule 1403 requires that affected components be surveyed for asbestos by a Cal/OSHA certified surveyor before any demolition or renovation activity, and the owner occupant exemption does not extend to a hired contractor (Rule 1403). Cal/OSHA Title 8 Section 1532.1 applies to all construction work where an employee may be exposed to lead, presumes listed tasks on lead paint exceed the exposure limit until proven otherwise, and requires 24 hours written notice before those tasks (Title 8 Section 1532.1).
Permits come from Building Services at 910 Calle Negocio, Suite 100, 949-361-6100, which permits renovations, alterations and remodels for licensed contractors and verified owner builders (Building Services). Online submittal is through e-Trakit; same type fixture replacement is exempt, but water heaters, service upgrades and HVAC replacements take a Mechanical, Plumbing and Electrical permit (Permits). The Coastal Zone generally extends inland to Interstate 5. The Land Use Plan was certified in 2018, but there is no certified Implementation Plan, so the city cannot issue coastal permits; certification was estimated for 2026 (Local Coastal Program).
What saves most homeowners a coastal permit is Categorical Exclusion Order E-82-1, which excludes residential improvements and additions in R-1 through R-4 districts under a 25 foot height cap; it does not cover lots on or next to canyons, bluffs or beaches, and Condition 11 removes bluff top lots on Camino Capistrano, Ventana and Ocean Drive and in Cyprus Shores and Cyprus Cove (E-82-1). Exterior changes needing discretionary review in the Architectural Overlay or near a historic site are judged against the Henry Lenny guidelines (Design Guidelines). The 2025 CAL FIRE map puts 4,864 acres in Very High fire hazard (CAL FIRE).

We replace or reface cabinets, install quartz or stone counters, and move plumbing and electrical in San Clemente kitchens, usually $60,000 to $100,000 for a mid range project, anchored to the Cost vs Value 2025 Pacific midrange figure of $86,480.
A kitchen that stays inside the walls of a single family home in an R-1 through R-4 district is excluded from a Coastal Development Permit under Categorical Exclusion Order E-82-1, so it proceeds on a city building permit; the exclusion falls away on bluff top and canyon lots, where the Coastal Commission issues the permit because the city has no certified Implementation Plan (E-82-1, Local Coastal Program). We confirm which side of that line your lot is on before the proposal.
In the Pier Bowl, North Beach and Downtown Core, interior work does not trigger the Spanish Colonial Revival design guidelines; they apply to projects needing discretionary design review, to historic sites and to work within 300 feet of one (Design Guidelines). So a 1926 to 1936 Ole Hanson kitchen can be rebuilt freely inside, while a new window on the street side may bring the Henry Lenny guidelines into play. Pre 1978 homes get the Rule 1403 asbestos survey before demolition (Rule 1403).
In Talega, any change to the exterior appearance needs Talega Maintenance Corporation approval, window and door replacements must match the community's home style, same frame window replacement is reviewed free, and relocated or enlarged windows carry a $275 fee, with most reviews taking up to 45 days (Talega architectural review). An interior kitchen avoids that, but a new window over the sink does not, so we submit the packet during design.
Typical scope
- Cabinet replacement or refacing, framed or frameless
- Quartz, quartzite or granite counters and full height backsplash
- Wall removal with engineered beam and permit
- Plumbing and electrical relocation, dedicated circuits, under cabinet lighting
- Tile, luxury vinyl plank or hardwood flooring from the showroom
- Asbestos survey and lead safe practices in pre 1978 homes
- Window changes with Talega or design guideline review where required
- Cost range
- $60,000 to $100,000Mid range kitchen; high end $100,000 to $175,000 and up. Anchor: Cost vs Value 2025, Pacific region (Zonda/JLC), major kitchen midrange $86,480, upscale $171,950. Regional, not city specific. source
- Timeline
- 6 to 10 weeks on site after cabinets arrive; 10 to 16 weeks including design and ordering
- Permits
- City of San Clemente Building Services, 910 Calle Negocio, through e-Trakit. Interior work in R-1 through R-4 districts is excluded from a Coastal Development Permit under E-82-1 unless the lot is on or next to a bluff, canyon or beach. Talega exterior changes need Talega Maintenance Corporation approval.
We rebuild hall and primary bathrooms in San Clemente with new tile, showers, vanities and fixtures, usually $25,000 to $45,000 for a hall bath and $55,000 to $100,000 and up for a primary bath, anchored to Cost vs Value 2025 Pacific figures of $27,710 and $86,863.
A bathroom that keeps its footprint is permitted by Building Services as a remodel, and the Mechanical, Plumbing and Electrical permit covers the plumbing and circuit work; replacing a fixture with the same type is exempt, but a water heater replacement is not (Permits). In the Coastal Zone west of Interstate 5, the E-82-1 exclusion covers the work in R-1 through R-4 districts unless the lot is on or adjacent to a bluff, canyon or beach (E-82-1).
In 1926 to 1936 homes, we expect plaster, old tile beds and layers of paint, so the Rule 1403 asbestos survey and Cal/OSHA lead safe setup come before the first tile is pulled (Rule 1403, Title 8 Section 1532.1). In Talega homes, built from 1999 on (Wikipedia), the usual request is a tub to shower conversion in the primary bath with a frameless enclosure, and no HOA review is needed as long as the exterior is unchanged (Talega architectural review).
Typical scope
- Tub to shower conversion, curbless where the slab allows
- Porcelain or natural stone tile floors and walls
- Vanity, counter and plumbing fixture replacement
- Exhaust fan, lighting and GFCI circuit upgrades
- Frameless glass enclosure
- Water heater replacement on a separate permit when needed
- Cost range
- $25,000 to $45,000Hall or secondary bath; primary bath $55,000 to $100,000 and up. Anchor: Cost vs Value 2025, Pacific region (Zonda/JLC), bath midrange $27,710, upscale $86,863. Regional, not city specific. source
- Timeline
- 3 to 5 weeks on site for a hall bath; 6 to 10 weeks for a primary bath; add 4 to 6 weeks for design and ordering
- Permits
- City of San Clemente Building Services permits bathroom remodels; the Mechanical, Plumbing and Electrical permit covers water heaters and circuits. Interior work in R-1 through R-4 districts is excluded from a Coastal Development Permit under E-82-1 except on bluff, canyon and beach lots.
We build out medical and professional office suites in San Clemente, including exam rooms, reception, accessible restrooms and lighting, at $85 to $200 per square foot for professional office and $150 to $300 and up per square foot for medical, based on Orange County contractor guides published in 2025.
Commercial tenant improvements are permitted by Building Services at 910 Calle Negocio, which requires four plan sets for commercial submittals (Permits), and fire sprinkler, fire alarm and sprinkler tenant improvement plans are reviewed by OCFA Planning and Development Services, which lists San Clemente among its building departments and accepts plans through its Public Services Portal or at 1 Fire Authority Road, Irvine, 714-573-6100 (OCFA). Commercial construction in commercial districts is also covered by the E-82-1 coastal exclusion, under the same height and parking conditions (E-82-1).
Our first check in any older suite is the accessible path of travel from parking to the suite and restroom, where an older building's budget moves. Medical suites add exam room sinks, casework and higher ventilation, which is why the medical range starts at $150 per square foot (Greater Pacific Construction), and licensed clinics reviewed by HCAI under OSHPD 3 run higher. Plan on 3 to 6 months from lease to move in (Greater Pacific Construction); the 2026 Cushman and Wakefield guide puts the US fit out average at $162 per square foot (Cushman and Wakefield).
Typical scope
- Space plan, partitions, doors and acoustic ceilings
- Exam rooms with sinks, casework and medical gas rough in
- ADA path of travel, restroom and counter corrections
- Title 24 lighting, controls and HVAC adjustments
- Fire sprinkler and alarm modifications under OCFA review
- Flooring, millwork and finishes from the showroom
- Cost range
- $85 to $300 per square footProfessional office $85 to $200 per square foot by shell condition; medical office $150 to $300 and up. Orange County contractor guide, 2025 (Greater Pacific Construction); US office fit out average $162 per square foot (Cushman and Wakefield, 2026). source
- Timeline
- 3 to 6 months from lease signing to move in, including design, plan check and construction
- Permits
- Building permits from City of San Clemente Building Services, 910 Calle Negocio, four plan sets; fire sprinkler and alarm plans through OCFA Planning and Development Services in Irvine. Landlord approval of the plans comes first or in parallel.
We build out retail space on Avenida Del Mar in the Downtown Core, in North Beach, at the Outlets at San Clemente and in second generation centers citywide at $95 to $250 per square foot, based on Orange County contractor guides published in 2026.
Storefronts on Avenida Del Mar sit in the Downtown Core, which is inside the Architectural Overlay along with the Pier Bowl, El Camino Real west of Interstate 5 and North Beach; exterior changes that need discretionary review there are judged against the 1991 Design Guidelines and the Henry Lenny guidelines, which carry forward the Spanish Colonial Revival rules of the city's founding (Design Guidelines). Interior fixtures, flooring, lighting and casework stay out of that review; a new facade, awning or sign usually does not.
Commercial construction in commercial districts is excluded from a Coastal Development Permit under E-82-1, subject to the 25 foot height cap and parking conditions, which covers most second generation retail work west of Interstate 5 (E-82-1). Signs take a separate permit, landlord design review runs 6 to 12 weeks, and construction runs 8 to 12 weeks after permits, with 5 to 9 months from lease to opening (Benitez Contractors). Sprinkler and alarm changes go to OCFA (OCFA).
Typical scope
- Demising walls, storefront and entry adjustments
- Sales floor flooring, lighting and ceilings
- Fitting rooms, stockroom and point of sale millwork
- ADA restroom and path of travel corrections
- Separate sign permit and design guideline review in the overlay
- Electrical, data and security rough in
- Cost range
- $95 to $250 per square footSecond generation retail, interior construction only. Orange County contractor guide, 2026 (Benitez Contractors, $95 to $260); LA and Orange County mid tier $155 to $245 (Terrapin, July 2026). source
- Timeline
- 5 to 9 months from lease signing to opening; 8 to 12 weeks of construction once permits are issued
- Permits
- City of San Clemente Building Services for the building permit, OCFA for sprinkler and alarm plans, design guideline review for exterior changes in the Architectural Overlay, and a separate sign permit. Commercial work in commercial districts is excluded from a Coastal Development Permit under E-82-1.
Our process
Showroom or on site consultation
Start at the showroom in Rancho Santa Margarita, about 20 minutes from San Clemente, or have us come to the house or the suite. We measure, photograph, check the year built and locate the property against the Coastal Zone, the Architectural Overlay and the E-82-1 bluff and canyon exceptions.
Design and material selection
You pick cabinets, counters, tile, flooring and fixtures from showroom stock, so lead times are known before the price is set. For Talega we prepare the Talega Maintenance Corporation packet for any exterior change; for the Pier Bowl, North Beach and Downtown Core we design exterior changes to the Henry Lenny guidelines from the start.
Fixed price proposal and milestone schedule
You get one fixed price for the agreed scope, broken into milestones, with a schedule showing the order of work and the dates we need your decisions by. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract price, whichever is less, and progress payments are billed only for work already completed. Allowances, exclusions and the change order process are written into the contract.
Permits, coastal or historic review, and HOA submittals
We submit to City of San Clemente Building Services at 910 Calle Negocio through e-Trakit. Work covered by Categorical Exclusion Order E-82-1 needs no coastal permit; a bluff top or canyon lot goes to the Coastal Commission. Exterior work in the Architectural Overlay goes through the city's design review, and Talega packets go to the Design Review Committee, which meets monthly. Commercial fire plans go to OCFA.
Construction with photo updates at every milestone
Demolition, rough trades, inspections, finishes. We work weekdays 7:00 a.m. to 6:00 p.m. and Saturdays 8:00 a.m. to 6:00 p.m., never on the city's listed holidays, and you get photos and a short note at every milestone. In homes built before 1978, the asbestos survey and lead safe setup happen before the first wall opens.
Final walkthrough, warranty and care guide
We walk the job with you, fix the punch list, and hand over the signed inspection card, the written warranty and a care guide for every surface we installed.
Questions people ask about remodeling in San Clemente
Who issues building permits in San Clemente and where is the office?
City of San Clemente Building Services, in the Community Development Department at 910 Calle Negocio, Suite 100, San Clemente, CA 92673, issues building permits; the Building Services line is 949-361-6100 and City Hall is 949-361-8200. The division permits renovations, alterations and remodels, and a California licensed contractor or a verified owner builder may pull the permit. Online submittals go through e-Trakit, and paper applications receive a plan check invoice. We prepare and submit the application as part of the contract.
Is my interior remodel in San Clemente exempt from a Coastal Development Permit?
Yes in most cases, under Categorical Exclusion Order E-82-1, which excludes residential improvements, appurtenant structures and additions in R-1 through R-4 districts from coastal permit requirements, subject to a 25 foot height cap and two parking spaces per unit. The exclusion does not apply to lots on or adjacent to canyons, coastal bluffs or beaches, and Condition 11 removes bluff top lots on Camino Capistrano, Ventana and Ocean Drive and in Cyprus Shores and Cyprus Cove. Those lots need a Coastal Commission permit because the city has no certified Implementation Plan.
Does my HOA or the city's design review need to approve an interior remodel?
No for interior work; yes for anything that changes the exterior. In Talega, the Talega Maintenance Corporation requires plans for all modifications affecting the exterior appearance of the home, window and door replacements must match the community's home style, and most reviews take up to 45 days, with a $275 fee for relocated or enlarged windows. In the Pier Bowl, North Beach, the Downtown Core and El Camino Real west of Interstate 5, exterior changes that need discretionary review are judged against the city's Spanish Colonial Revival design guidelines.
What applies to a home built before 1978 in San Clemente?
South Coast AQMD Rule 1403 requires that affected components be surveyed for asbestos by a Cal/OSHA certified surveyor before any demolition or renovation activity, and the exemption for an owner working personally does not cover a hired contractor. Cal/OSHA Title 8 Section 1532.1 applies to all construction work where an employee may be exposed to lead, presumes listed tasks on lead paint exceed the exposure limit until an assessment proves otherwise, and requires 24 hours written notice to Cal/OSHA for those tasks. We schedule both before demolition.
What is typical for an Ole Hanson era home in San Clemente?
Homes from the 1926 to 1936 Spanish Village period were built to Ole Hanson's rule of white stucco walls and red clay tile roofs, enforced by an architectural committee, and the city's 1995 Historic Resources Survey tracks them on a Historical Structures List. Inside, we plan for plaster, old tile beds and layered paint, so the Rule 1403 asbestos survey and lead safe work come first. Outside, any change that needs discretionary review on a historic site, within 300 feet of one, or in the Architectural Overlay is judged against the Henry Lenny guidelines.
How long does a kitchen remodel take in San Clemente?
6 to 10 weeks on site after cabinets arrive, and 10 to 16 weeks including design, permit and ordering. Building Services review through e-Trakit sets the start date. In Talega, add up to 45 days for Design Review Committee approval if the kitchen includes a new or enlarged window, which is why we submit that packet during design rather than after. Choosing materials from showroom stock keeps the ordering window short.
How long does a bathroom remodel take in San Clemente?
3 to 5 weeks on site for a hall bathroom and 6 to 10 weeks for a primary bathroom, plus 4 to 6 weeks for design, permit and ordering. A bathroom that keeps its footprint needs the city's Mechanical, Plumbing and Electrical permit for the plumbing and circuit work and no HOA approval. Work runs weekdays 7:00 a.m. to 6:00 p.m. and Saturdays 8:00 a.m. to 6:00 p.m. under the city's construction hours.
What does a kitchen remodel cost in San Clemente?
$60,000 to $100,000 for a mid range kitchen and $100,000 to $175,000 and up for a high end kitchen. The external anchor is Cost vs Value 2025 for the Pacific region, which puts a major midrange kitchen at $86,480 and an upscale kitchen at $171,950; those are regional figures, not city specific. In San Clemente the drivers are wall removal, pre 1978 abatement steps in the older beach neighborhoods, window changes that bring HOA or design review, and bluff lot engineering.
What does a bathroom remodel cost in San Clemente?
$25,000 to $45,000 for a hall or secondary bathroom and $55,000 to $100,000 and up for a primary bathroom. Cost vs Value 2025 for the Pacific region puts a midrange bath at $27,710 and an upscale primary bath at $86,863, regional figures we use as the external check. Tub to shower conversions, curbless entries, stone tile and a water heater replacement on its own permit move a project toward the top of each range.
What does a medical office buildout cost per square foot in San Clemente?
$150 to $300 and up per square foot for medical office and $85 to $200 per square foot for professional office, by shell condition, according to an Orange County contractor guide published in 2025. The 2026 Cushman and Wakefield guide puts the US office fit out average at $162 per square foot. Building Services at 910 Calle Negocio issues the permit on four plan sets, and OCFA Planning and Development Services in Irvine reviews the sprinkler and alarm plans.
What are construction hours in San Clemente?
Weekdays 7:00 a.m. to 6:00 p.m. and Saturdays 8:00 a.m. to 6:00 p.m., with no construction noise on nine listed city holidays, under San Clemente Municipal Code 8.48.090 E as summarized in the city's Code Compliance handout CE-5. Grading and work in the public right of way are limited to 7:30 a.m. to 5:30 p.m. Monday through Friday under SCMC 15.36.190 unless the City Engineer approves otherwise in writing. Talega and other associations may set tighter hours, which we follow.
What does a retail buildout cost on Avenida Del Mar or in North Beach?
$95 to $250 per square foot for second generation retail space, based on Orange County contractor guides published in 2026, excluding fixtures and merchandise you supply. Avenida Del Mar sits in the Downtown Core and North Beach is its own overlay area, so exterior storefront or sign changes that need discretionary review are judged against the city's Spanish Colonial Revival design guidelines. Commercial work in commercial districts is excluded from a Coastal Development Permit under E-82-1. Signs take a separate permit.
Are you licensed and insured?
US Floor Design Center is a California corporation. License number pending; field work is performed by licensed, insured subcontractors under written subcontracts. Your contract names the license number, scope, price, schedule and payment terms, and you can verify the license on the Contractors State License Board website at any time.
Do you offer financing?
Ask us. Financing options are described at the showroom in Rancho Santa Margarita, and terms depend on the lender and the project, so we do not publish rates here. Separately, California caps the deposit on a home improvement contract at $1,000 or 10 percent of the price, whichever is less, and progress payments are tied to work completed, which keeps your outlay matched to progress on site.
