What remodeling in Lake Forest involves
Lake Forest homes are mostly 1970s and 1980s tracts. The median year built is 1984, with 28.8 percent of units from the 1970s and 29.7 percent from the 1980s. The oldest homes sit around the two lakes that Occidental Petroleum built in the late 1960s, and the Housing Element says older stock concentrates in Southwest Lake Forest. Foothill Ranch and Portola Hills came in the late 1980s through 1996; Baker Ranch and Serrano Summit are the newest.
Inside the walls, a 1984 median means most Lake Forest kitchens and baths fall under SB 407. The city's handouts require replacing non compliant plumbing fixtures in any home built on or before January 1, 1994 when you pull a permit. Kitchens of that era usually need two new 20 amp circuits, GFCI and AFCI protection, a ducted hood and JA8 lighting to pass. We plan those line items into the proposal rather than finding them at rough inspection.
Permits come from the City of Lake Forest Building Division at 100 Civic Center Drive, filed through the eLakeForest portal. The city does not publish an over the counter list. Its plan submittal sheet calls for three plan sets and release from Planning, Engineering, the water district and OCFA before issuance, so we build that routing into the schedule.
HOA review matters here because 43 percent of units are attached or multifamily. Lake Forest II Master Homeowners Association covers 3,436 homes around the Sun and Sail Club, and the Lake Forest Homeowners Association requires Architectural Review Committee approval with a 10 to 14 day response before exterior work starts. Foothill Ranch and Portola Hills border Whiting Ranch Wilderness Park, which burned in 2007 and 2020; new state fire hazard maps arrived in March 2025.

We remodel Lake Forest kitchens from the cabinets out, including the 1970s and 1980s electrical and plumbing upgrades the city requires, with a mid range project running $60,000 to $100,000 based on Cost vs Value 2025 Pacific region data.
The city's 2025 kitchen handout is specific about what triggers a permit. Replacing base cabinets together with countertops brings the kitchen under current outlet spacing rules, and any new island, lighting change, drywall removal or plumbing move needs a permit. Countertop only replacement and refacing do not. The handout also requires a ducted 100 cfm hood, a gas pressure test and at least two inspections.
In a 1984 median home that usually means a soffit over the uppers, one circuit feeding the counter outlets and a recirculating hood. We open the soffit, run the two 20 amp circuits, duct the hood outside and swap fixtures to meet SB 407. Homes near the lakes are the oldest and most often need the full set.
Typical scope
- Cabinet replacement or refacing
- Quartz or stone counters
- Soffit removal and ceiling repair
- Two 20 amp small appliance circuits with GFCI and AFCI
- Ducted range hood with smooth metal duct
- JA8 high efficacy lighting
- SB 407 fixture replacement
- Tile or luxury vinyl plank flooring
- Cost range
- $60,000 to $100,000Mid range kitchen; high end $100,000 to $175,000 and up. Cost vs Value 2025 Pacific region, midrange $86,480, upscale $171,950. Regional, not city specific. source
- Timeline
- 6 to 10 weeks on site after cabinets arrive; 10 to 16 weeks including design and ordering
- Permits
- Lake Forest Building Division permit through the eLakeForest portal. Minimum two inspections, rough electrical and final. Three plan sets and release from Planning, Engineering, the water district and OCFA.
We rebuild Lake Forest hall and primary baths to the city's 2025 bathroom standard, with a hall bath typically $25,000 to $45,000 and a primary bath $55,000 to $100,000 and up, anchored to Cost vs Value 2025 Pacific data.
Lake Forest publishes a bathroom handout that sets the bar. Showers need 1,024 square inches with a 30 inch circle, waterproofing to 72 inches above the drain, tempered glass below 60 inches, and cement or glass mat backer. Purple board is not allowed as a shower tile base. The fan must be ENERGY STAR with humidity control at 50 cfm. Fixtures go to 1.28 gpf toilets, 1.8 gpm showerheads and 1.2 gpm faucets.
Towel bars, mirrors, paint and floor coverings alone need no permit. Replacing or relocating a vanity, toilet, tub or shower does, and so does any change to lighting, outlets or the vent fan. Most 1970s and 1980s Lake Forest baths have a fiberglass surround and no humidity sensing fan, so the permit scope is predictable and priced up front.
Typical scope
- Tub to shower conversion with 30 inch clear circle
- Waterproofed tile shower on cement or glass mat backer
- Vanity, quartz top and 1.2 gpm faucet
- 1.28 gpf toilet
- ENERGY STAR humidity sensing fan
- Dedicated lighting and GFCI outlets
- Tempered glass enclosure
- Cost range
- $25,000 to $45,000Hall or secondary bath; primary bath $55,000 to $100,000 and up. Cost vs Value 2025 Pacific region, midrange $27,710, upscale $86,863. Regional, not city specific. source

Lake Forest has the deepest office and flex inventory of any city we serve. Pacific Commercentre and Bake Parkway form the industrial and flex core, Foothill Ranch holds Class A office parks, and Spectrum Centre Business Park traded for $94.3 million. Panasonic Avionics employs about 2,290 here and LoanDepot about 2,049. Medical space is thinner: the Foothill Ranch Medical Building on Rancho Parkway South is about 18,000 square feet.
The city's TI plan check sheet requires three sets, Title 24 LTG-1 and MECH-1 forms and an accessibility path of travel. The agency referral sheet routes plans to OCFA, to IRWD or ETWD, and to OC Health for X-ray and medical gas. The B occupancy TI fee is $1,018 up to 5,000 square feet. Licensed clinics under HCAI, formerly OSHPD 3, cost more than private practice suites.

The Arbor on El Toro is the city's newest dining district. Second generation suites are the common job: storefront interior, flooring, lighting, restroom upgrades and sales floor layout.
The city charges $804 for an M occupancy TI permit up to 5,000 square feet. Food uses go to OC Health and to ETWD or IRWD for grease interceptors. Signs are a separate permit.

Our process
Showroom or on site consultation
Start at our Rancho Santa Margarita showroom, 15 minutes from Lake Forest, or have us meet you on site. We measure, photograph existing conditions and, for commercial space, read the lease exhibit and landlord design criteria.
Design and material selection
We draw the layout and you select cabinets, counters, tile and fixtures from the showroom floor. For Lake Forest homes built before 1994 we list the SB 407 fixtures and the electrical upgrades the city handouts require, so nothing appears later as an extra.
Fixed price proposal and milestone schedule
You receive a fixed price with a milestone schedule. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract, whichever is less, and progress payments are billed only for work completed.
Permits and HOA submittals
We file with the City of Lake Forest Building Division through the eLakeForest portal and track release from Planning, Engineering, the water district and OCFA. For Lake Forest II, Foothill Ranch, Portola Hills or any other association, we prepare the architectural submittal and contractor paperwork.
Construction with photo updates at every milestone
Demolition, rough trades, inspections, finishes. You get photos at each milestone, including the rough electrical inspection the city requires on every kitchen. We protect floors and keep equipment hours inside the city's noise rules.
Final walkthrough, warranty and care guide
We walk the finished space with you, close the permit with the city's final inspection and hand over a care guide for your surfaces. Warranty terms are written into the contract before work starts.
Questions people ask about remodeling in Lake Forest
Who issues building permits in Lake Forest, and where is the office?
The City of Lake Forest Building Division at 100 Civic Center Drive, Lake Forest, CA 92630, phone (949) 461-3470. Applications, payments and inspections run through the eLakeForest online portal. Counter hours are Monday, Tuesday and Thursday 8 to 11 a.m. and 1 to 5 p.m., Wednesday 8 to 11 a.m., and Friday 8 to 11 a.m. and 1 to 4 p.m.
Is a kitchen or bathroom permit over the counter in Lake Forest?
The city does not publish an over the counter list. Its plan submittal sheet requires three plan sets and release from Planning, Engineering, the water district and OCFA before issuance, so plan on a plan check cycle. Countertop only replacement and cabinet refacing need no permit under the city's 2025 kitchen handout.
Does my Lake Forest HOA need to approve an interior kitchen or bath remodel?
Usually not for interior only work, but check your CC&Rs, because 43 percent of Lake Forest units are attached or multifamily and those associations regulate work hours, parking and anything visible outside. The Lake Forest Homeowners Association requires Architectural Review Committee approval before additions, fences or pools, with a 10 to 14 day response.
What is typical for a Lake Forest home built around 1984?
SB 407 fixture replacement, two new 20 amp kitchen circuits, GFCI and AFCI protection, a ducted hood and JA8 lighting. Those items come from the city's 2025 kitchen handout and apply to any home built on or before January 1, 1994, which covers at least two thirds of Lake Forest housing. Expect a soffit over the uppers and a recirculating hood in an unremodeled 1980s kitchen.
How long does a kitchen remodel take in Lake Forest?
6 to 10 weeks on site after cabinets arrive, and 10 to 16 weeks from first design meeting to final inspection. The city requires at least two inspections, rough electrical and final, and plan check runs before issuance.
How long does a bathroom remodel take in Lake Forest?
3 to 5 weeks on site for a hall bath and 6 to 10 weeks for a primary bath. The schedule includes the waterproofing and shower pan inspections the city handout calls for, with waterproofing carried 72 inches above the drain before tile goes on.
What does a kitchen remodel cost in Lake Forest?
$60,000 to $100,000 for a mid range kitchen and $100,000 to $175,000 and up for a high end one. The anchor is Cost vs Value 2025 for the Pacific region: $86,480 midrange and $171,950 upscale, regional numbers. In Lake Forest the main drivers are electrical upgrades, soffit removal and hood ducting in 1970s and 1980s homes.
What does a bathroom remodel cost in Lake Forest?
$25,000 to $45,000 for a hall bath and $55,000 to $100,000 and up for a primary bath. Cost vs Value 2025 Pacific region puts a midrange bath at $27,710 and an upscale bath at $86,863. The city's shower, waterproofing and fan rules are the same for every job, so size, tile and plumbing moves drive the difference.
What does a medical office buildout cost per square foot in Lake Forest?
$150 to $300 and up per square foot for medical office, and $85 to $200 for professional office by shell condition, per Greater Pacific Construction's 2025 Orange County guide. Cushman and Wakefield's 2026 US office fit out average is $162 per square foot. Lake Forest's B occupancy TI permit fee is $1,018 up to 5,000 square feet.
What does Lake Forest require for a tenant improvement permit?
Three plan sets, 2022 code data, Title 24 LTG-1 and MECH-1 forms and an accessibility path of travel, per the city's TI plan check sheet. The agency referral sheet routes plans to OCFA, to IRWD or ETWD for approval or an exempt letter, and to OC Health for food service, X-ray or medical gas.
What are the construction hours in Lake Forest?
Confirm with the city before scheduling, because we found no general interior construction hours clause. Lake Forest Municipal Code 8.30.064 bars grading and equipment operation between 8 p.m. and 7 a.m. within one half mile of an occupied structure and all day on Sundays and city holidays, and Chapter 11.16 noise limits apply.
Is US Floor Design Center licensed and insured?
US Floor Design Center is a California corporation. License number pending; field work is performed by licensed, insured subcontractors under written subcontracts. Ask us for current certificates before work starts; your HOA can request them directly.
Do you offer financing for a Lake Forest remodel?
Ask us. Financing options are described at the showroom in Rancho Santa Margarita. Under California law the contract deposit is capped at $1,000 or 10 percent, whichever is less, and progress payments are billed only for completed work.
