Remodeling in Coto de Caza
US Floor Design Center remodels kitchens, bathrooms, medical and professional offices, and retail spaces for Coto de Caza from our showroom in Rancho Santa Margarita, about 4 miles and 10 minutes away. Coto is guard gated and unincorporated, so permits come from the County in Santa Ana rather than a city hall, and the CZ Master Association governs what shows outside. What remodeling in Coto de Caza involves
Coto de Caza is three housing eras behind one gate. Lot sales began in 1971 and the first homes went up in 1975 before development stalled late in the decade (Orange County Business Journal). Lennar became development manager in 1996, shifted to larger, lower density homes, and the community was completed in 2003 (Wikipedia). Listings today run from about 2,800 square feet in Stonehedge to more than 6,000 square feet on lots from a third of an acre to 2.65 acres (BCRE), with attached end unit and lower unit homes in The Village (Redfin) and 75 custom estates in Los Ranchos Estates (Wikipedia).
The era decides the scope. A 1970s or early 1980s home built before 1994 triggers the County's fixture replacement policy on any permitted alteration: 1.28 gallon toilets, 1.8 gpm showerheads, 1.2 gpm lavatory faucets, replaced before final (OC fixture policy). The 1990s to 2003 homes are the same vintage as the Ladera Ranch copper pinhole leak litigation (ABC7); no Coto specific case was found, but we pressure test and inspect copper before closing walls, and a PEX repipe takes about a day at roughly $4,000 to $9,000 (PM Magazine).
Permits come from OC Development Services at 601 North Ross Street in Santa Ana, Monday to Friday 8 to 4, or online through myOCeServices (OC Development Services). The County requires permits for interior remodels such as kitchens, bathrooms and interior walls, and for electrical, HVAC and plumbing systems, and offers both over the counter and regular plan check (County permit page). Construction noise is allowed only 7 a.m. to 8 p.m. Monday to Saturday (County Noise Code). The Board of Supervisors adopted the 2025 fire hazard map on August 26, 2025, and Very High zones must use Chapter 7A or R327 construction (County fire map).
The CZ Master Association was formed in 1980 to turn Coto into a gated community with shared amenities (Orange County Business Journal). Its architectural guidelines were not readable on its site when this page was reviewed, so we get the current rules from the association in writing before any exterior change. Coto has more than 50 sub-communities, including Andalusia, Canyon Estates, Chatham, Crooked Oak, Los Verdes, Oakmont, Stonehedge, Terra Vida and Weatherly (BCRE), and Los Ranchos Estates runs its own HOA (Wikipedia). Every crew, delivery and dumpster is cleared through the gate on your authorization.

US Floor Design Center remodels Coto de Caza kitchens from first full updates of 1970s tracts to large island kitchens in 1990s and 2000s estates, with mid range projects between $60,000 and $100,000 and high end projects at $100,000 to $175,000 and up, anchored to Cost vs Value 2025 Pacific figures of $86,480 midrange and $171,950 upscale.
Coto kitchens skew large. Homes run from about 2,800 to more than 6,000 square feet (BCRE), so the typical scope is a full cabinet package, a long island, a second sink and a walk in pantry rather than a refresh. In the 1990s to 2003 Lennar era stock the layout is usually already open, and the work is replacing builder grade cabinets, granite and can lights with current product. In the 1975 to early 1980s homes we open walls and move the range and sink.
Permits come from OC Development Services, which lists kitchens and interior walls as permitted work (County permit page). A pre 1994 home must meet the County fixture policy before final (OC fixture policy). Local guides published in 2026 put a high end Orange County kitchen at $100,000 to $175,000 and up (HQ Remodeling); the Pacific anchors are $86,480 midrange and $171,950 upscale (Cost vs Value 2025). Window or exterior door changes go to CZ Master first.
Typical scope
- Full cabinet replacement, inset or frameless
- Long island with second sink and seating
- Slab quartzite, marble or quartz counters
- Range and sink relocation in 1970s plans
- Walk in pantry and appliance garage
- Layered LED lighting

US Floor Design Center remodels Coto de Caza primary baths for $55,000 to $100,000 and up and hall baths for $25,000 to $45,000, anchored to Cost vs Value 2025 Pacific figures of $86,863 upscale and $27,710 midrange, with County permits and a gate pass for every trade.
Primary suites are the main request. Estate size homes here have room for a freestanding tub, a double entry shower and separate vanities, and the 1990s builder baths usually have a corner tub deck that owners want gone. Bathrooms are on the County's permit list (County permit page), and the 1975 to 1993 homes must replace every noncompliant fixture in the house before final (OC fixture policy).
Copper supply lines in 1990s to 2003 homes get a close look because of the regional pinhole leak history (ABC7); a bath remodel is the cheapest time to repipe a wing. Hall baths run 3 to 5 weeks on site and primary baths 6 to 10, and work happens only 7 a.m. to 8 p.m. Monday to Saturday under the County code (County Noise Code).
Typical scope
- Tub deck removal and freestanding tub
- Large tiled shower with bench and glass
- Separate vanities with stone tops
- Heated tile floor
- Fixtures meeting the County 1.28 gallon rule
- Repipe of the wing while walls are open
- Cost range
- $25,000 to $100,000Hall bath $25,000 to $45,000; primary bath $55,000 to $100,000 and up. Anchor: Cost vs Value 2025 Pacific, midrange $27,710, upscale $86,863. Regional, not city specific. source

Coto de Caza has almost no commercial space inside the gates, so US Floor Design Center serves Coto business owners in the office and medical suites of Rancho Santa Margarita and Ladera Ranch at $85 to $200 per square foot for professional office and $150 to $300 and up for medical, based on 2025 Orange County contractor pricing.
There is almost no retail or office inside Coto; the Coto de Caza Golf and Racquet Club is the commercial anchor (BCRE), and no hospital or medical office cluster was found inside the gates. The nearest suites are in Rancho Santa Margarita's business parks along Santa Margarita and Antonio Parkways (City of RSM), Ladera Ranch's Los Patrones Business Park and Terrace Shops (Ladera Ranch Chamber), and the 8 acre medical site planned at Los Patrones Summit in Rancho Mission Viejo (Rancho Mission Viejo).
Those suites permit through the City of Rancho Santa Margarita or OC Development Services depending on the address, and OCFA reviews plans for A, E, I and H occupancies, for R occupancies of 3 or more units and stories, and for every new, remodeled or added sprinkler system and fire alarm; small sprinkler tenant improvements of 1 to 25 or 26 to 99 heads can be field reviewed, plans go in through the OCFA Public Services Portal, and 90 percent of most plans are reviewed within 10 working days. (OCFA)
Office space runs $85 to $200 per square foot by finish level and medical $150 to $300 and up, with a cold shell 30 to 50 percent more (Greater Pacific Construction). If the space is a licensed clinic that falls under HCAI (OSHPD 3) review, plan on the top of the medical range or above.
Typical scope
- Space plan and drawings
- Exam rooms and private offices
- Medical plumbing and dedicated circuits
- ADA restrooms and path of travel
- Title 24 lighting
- OCFA sprinkler submittal when required
- Cost range
- $85 to $300 per square footPer square foot. Professional office $85 to $200 by shell condition; medical $150 to $300 and up. Greater Pacific Construction, Orange County 2025; Cushman and Wakefield 2026 US average $162. source

Coto de Caza has no shopping centers inside the gates, so US Floor Design Center builds out retail for Coto owners in the nearby Rancho Santa Margarita and Ladera Ranch centers at $95 to $250 per square foot for second generation space, based on 2026 Orange County planning estimates.
Coto residents shop outside the gate. The closest centers are Plaza Antonio at 22351 to 22461 Antonio Parkway and Mercado del Lago on Santa Margarita Parkway in Rancho Santa Margarita (RSM retail fact sheet), and Mercantile East at 27612 Antonio Parkway and Mercantile West at 25612 Antonio Parkway in Ladera Ranch (Orange County Business Journal).
A suite there follows the center's landlord design review, 6 to 12 weeks, then 4 to 9 weeks of permits and 8 to 12 weeks of construction, with a separate sign permit (Benitez Contractors). Work that touches fire sprinklers or alarms also goes to the Orange County Fire Authority, which serves Rancho Santa Margarita and unincorporated Orange County and reviews 90 percent of most plans within 10 working days.
Typical scope
- Storefront and ADA entry
- Sales floor flooring
- Title 24 lighting
- Cash wrap and millwork
- Restroom and back of house
- Cost range

Our process
Showroom or on site consultation
Start at our showroom in Rancho Santa Margarita, 10 minutes from the gate, or add us to your gate list for a home visit. We measure, photograph, check the panel, water heater and visible copper, and talk budget and timing in plain numbers.
Design and material selection
You choose cabinets, slabs, tile, flooring and fixtures from full size samples at the showroom. Larger Coto kitchens often need two slab bundles, so we tag material early. Selections are locked before pricing.
Fixed price proposal and milestone schedule
You get one fixed price for the agreed scope and a milestone schedule with dates. Payments follow California law: the deposit is no more than $1,000 or 10 percent of the contract, whichever is less, and progress payments are billed only for work already completed. Change orders are priced and signed before the work happens.
Permits and HOA submittals
We submit to OC Development Services in Santa Ana or through myOCeServices and track plan check. For any window, door or exterior change we prepare the CZ Master Association package, and the sub-association package first where one applies, such as Los Ranchos Estates. Construction with photo updates at every milestone
Our project lead posts photos at every milestone: demolition, rough plumbing and electrical, inspections passed, cabinets set, counters in, tile done. You see each stage before the next one covers it. Gate passes are arranged for each trade and delivery, and work stays inside the County's 7 a.m. to 8 p.m. Monday to Saturday window.
Final walkthrough, warranty and care guide
We walk the finished space with you, fix anything on the list, and hand over the permit final, the written warranty and a care guide for the surfaces you chose. Warranty terms are stated in the contract.
Questions people ask about remodeling in Coto de Caza
Who issues building permits in Coto de Caza, and is a kitchen or bath permit over the counter?
OC Development Services issues permits for Coto de Caza because the community is unincorporated; the counter is at 601 North Ross Street in Santa Ana, Monday to Friday 8 to 4, (714) 667-8888, with online filing through myOCeServices. The County offers both over the counter and regular plan check, and a kitchen or bath with plan sheets usually goes to regular plan check.
Does the CZ Master Association need to approve an interior remodel?
Interior only work is normally outside an architectural committee's scope, but CZ Master's current guidelines could not be read on its site when this page was reviewed, so we confirm in writing before starting. Any window, exterior door or visible change goes to CZ Master, and owners in a sub-association such as Los Ranchos Estates go through that board first. The gate still needs a contractor list for every crew.
What is typical for Coto de Caza homes built in the 1990s to 2003?
Expect open layouts with builder grade cabinets, granite and can lights, and copper supply lines from the same era as the Ladera Ranch pinhole leak cases. Those homes are after 1994, so the County fixture upgrade does not apply, but we inspect copper before closing walls. A PEX repipe takes about a day at roughly $4,000 to $9,000.
What about the 1975 to early 1980s homes in Coto?
Any home built before 1994 that pulls a permit for an alteration must replace noncompliant fixtures throughout before final under the County policy: 1.28 gallon toilets, 1.8 gpm showerheads, 1.2 gpm lavatory faucets. Original layouts are closed, so most kitchen jobs in this group include a wall removal with an engineered header.
How long does a kitchen remodel take in Coto de Caza?
Plan on 6 to 10 weeks on site after cabinets arrive and 10 to 16 weeks including design, ordering and County plan check. Large Coto kitchens with custom cabinets sit at the long end, and work is limited to 7 a.m. to 8 p.m. Monday to Saturday under the County noise code.
How long does a bathroom remodel take?
A hall bath takes 3 to 5 weeks on site and a primary bath 6 to 10 weeks, plus 3 to 6 weeks for design and material lead time. County inspections at rough plumbing, rough electrical, shower pan and final set the pace, and we request them through myOCeServices.
What does a kitchen remodel cost in Coto de Caza?
Mid range kitchens run $60,000 to $100,000 and high end kitchens $100,000 to $175,000 and up, and Coto's larger homes land in the upper half more often than not. Those are Orange County ranges from 2026 contractor guides; the regional anchor is Cost vs Value 2025 Pacific, $86,480 midrange and $171,950 upscale.
What does a bathroom remodel cost?
A hall bath runs $25,000 to $45,000 and a primary bath $55,000 to $100,000 and up. The regional anchors are Cost vs Value 2025 Pacific figures of $27,710 midrange and $86,863 upscale. Freestanding tubs, steam showers and book matched slab walls push a Coto primary bath past the top of the range.
What does a medical office buildout cost per square foot near Coto de Caza?
Medical and dental suites run $150 to $300 and up per square foot and professional office $85 to $200, based on 2025 Orange County contractor pricing. Coto has no office space inside the gates, so these are suites in Rancho Santa Margarita, Ladera Ranch and the planned Los Patrones Summit medical site in Rancho Mission Viejo.
Do I need OCFA review for a tenant improvement?
Yes when the work touches fire sprinklers or alarms, or when the space is an assembly, educational, institutional or hazardous occupancy. Unincorporated Orange County, Rancho Santa Margarita and Mission Viejo are all in the Orange County Fire Authority service area. Plans go in through the OCFA Public Services Portal and 90 percent of most plans are reviewed within 10 working days.
Is US Floor Design Center licensed and insured?
US Floor Design Center is a California corporation. License number pending; field work is performed by licensed, insured subcontractors under written subcontracts, and we manage the schedule, the permits and the inspections. Ask for the license number and insurance certificates at the showroom before you sign.
What are the construction hours in Coto de Caza?
Construction, repair and remodeling noise is allowed only 7 a.m. to 8 p.m. Monday through Saturday, and not on Sundays or federal holidays, under Orange County Code Section 4-6-7(e). The CZ Master Association and the gate may add their own delivery and parking rules, and we follow the stricter one.
Do you offer financing for a remodel?
Ask us. Financing options are described at the showroom, and the choices change over time, so we do not publish terms on this page. Bring your budget and timeline to the first consultation and we will walk through what is available against the fixed price for your project.
